Works / City Engineer J ATTACHMENTS: Resolution; Location Map APPROVED BY: oat RECOMMENDED ACTION: Motion to Adopt a Resolution Authorizing the Preparation of Plans and Specifications for the 145th Street Pedestrian Improvements, City Project 447. ISSUE: Staff is requesting Council authorization to order the 145th Street Pedestrian Improvements and authorize the preparation of plans and specifications for the project. The estimated engineering fee for final design is $14,280. This includes the following activities: • Preparation of plans and specifications to State Aid requirements • Estimates of construction cost • State Aid submittal and revisions • Preparation of bidding documents, advertisement for bids, and recommendations on award of bids Based on the preliminary estimated construction cost of$340,000, this represents an estimated fee percentage of 4.2%. This fee percentage is greater than the average design fee based on the preparation of plans and specifications to State Aid standards. The estimated engineering fee for additional project administration services is $31,300. This fee is based on estimated hours and includes the following activities: • Topographic survey • Railroad crossing permit application • Coordination with Union Pacific Railroad • Utility coordination • Staff reports G:AENGPROJ\447\20130102 CC AuthPrjPlsp.docx BACKGROUND: Proposed Improvements This project involves the construction of pedestrian facilities at the railroad crossing on both sides of 145th Street West. As part of the design process, staff will investigate the impact this project may have on the Quiet Zone at this location. Findings of that investigation will be reported to Council later in 2013. Schedule This project will be completed over the course of two years. Staff will design the project and acquire all necessary permits and agreements with Union Pacific Railroad in 2013. Construction on the project is expected to begin in spring,2014 and be substantially completed by fall, 2014. SUMMARY: Staff is requesting that the City Council adopt the attached resolution authorizing the preparation of plans and specifications for the 145th Street Pedestrian Improvements, City Project 447. 2 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2013 - A RESOLUTION AUTHORIZING THE PREPARATION OF THE PLANS AND SPECIFICATIONS FOR THE 145th STREET PEDESTRIAN IMPROVEMENTS CITY PROJECT 447 WHEREAS, the City Council of the City of Rosemount deems it necessary to install pedestrian facilities at the Union Pacific Railroad crossing on 145th Street West. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount orders the preparation of plans and specifications for said improvements of City Project 447. ADOPTED this 2nd day of January,2013.
