BACKGROUND Shortly before the Council reviewed and approved the ten year Capital Improvements Plan (CIP) in December, High School Athletic Director contacted the City and expressed his concerns about losing the athletic field in Erickson Park due to the proposed construction of tennis courts there. The adopted CIP did not specify a location for the tennis courts, but discussion and planning to date has centered on the Erickson Park location. Mr. Manning was encouraged to put his concerns in writing for the Council and his letter of December 13`h is attached. He proposed a number of alternatives. Staff has reviewed and commented on the alternatives in a memo which is attached. Although Mr. Manning is aware that the City is simultaneously planning to construct new greenfields in Flint Hills Park, Mr. Manning expressed concern that the new fields would not serve the high school needs nearly as well due to the increased distance. He asked for an opportunity to present his concerns to the Council and was invited to this work session meeting. 040 ROSEMOUNT PARKS AND RECREATION M E M O R A N D U M To: Dwight Johnson, City Administrator From: Dan Schultz, Parks and Recreation Director-a Date: January 3, 2013 Subject: Letter from RHS Athletic Director regarding Tennis Courts at Erickson Park I have reviewed the letter dated December 13, 2012, that was sent to you by Mike Manning, RHS Athletics Director,regarding the potential building of tenths courts on the existing green field at Erickson Park. The letter identifies five alternatives to building tenths courts on the green fields at Erickson Park. Staff from the Parks and Recreation Department have reviewed the five alternatives provided by Mr. Manning (listed below) and have the provided written comments following each suggested alternative. Option 1 One option that can satisfy the City Council and youth tenths would be to add on to the tenths courts at the high school. The baseball field that is directly east of the existing tenths courts at Rosemount High School could become available through discussions with the district to have additional tenths courts placed to the east of what is currently in place. The RMS Principal, Mary Thompson,will support this. You could light as many of those tenths courts as the city would desire. I am not sure if an additional four or six courts could be placed to the east, but I do believe the additional number of courts plus lighting them would make this a great cost effective option for the city. We think this would be the best option and the Rosemount Middle School Administration is in favor of seeing that happen. Staff response—Please see attachment one that identifies a few different layouts for how up to eight tennis courts could be added. It appears that the baseball field would be removed and that the football and soccer fields that are striped in this location would also be impacted. Staff feels that by installing tennis courts in this area, we would be increasing the negative impact to local youth sports groups by taking away the baseball field, football field and a soccer field. It is staffs assumption that RHS would not replace those facilities and rely on the City to somehow meet the newly created needs. Option 2 Another option that I have suggested to Mr. Schulz over the years when he told us that the city was looking for more tenths courts is to have discussions with the ISD 196 District Office to take the land east of our main stadium on Highway 3 and put tennis courts in on that open green space. Staff response—Please see attachment two that shows how tennis courts might fit into this area. The goal of building new tennis courts is to create a community amenity that would serve the community well. Staff does not feel that shoehorning the tennis courts into any open space would provide for a successful facility.As you can see by the photos in attachment two, there would be issues with impacting the RHS shot and disc area along with access to the entrance gate on the visitor side of the RHS stadium. Parking in this area is also a concern. There is limited on street parking in this area that is often used for multiple events. Option 3 A third option would be to light the tennis complex at Rosemount High School and then put tennis courts into one of the parks in the Bloomfield Development. The City Council might be reluctant to light the tennis courts in Bloomfield because of surrounding neighbors, and this way you could accomplish both tasks by getting additional tennis courts in close proximity to downtown Rosemount and also end up with lighted tennis courts at the high school. This option could be carried out of a two year period and help your budget and attain your goal. Staffresponse—Please see attachment three. The goal of adding a grouping of tennis courts that is being discussed is to place the facility in a community park that has the support system to handle large tournaments, have ample parking, include facility lighting and provide good vehicular access. Because Bloomfield Park is classified as a neighborhood park, staff does not feel that it is a suitable location for an 8 court tennis complex. This neighborhood park already serves the tennis community at a neighborhood level by providing two courts. This park also has historically had parking issues in the warm weather seasons due to high activity levels. By placing a tennis complex in Bloomfield Park, the City would be losing a heavily used field. Option 4 The City Manager, Mr.Johnson, told me today that Flint Hills green space is becoming available and another option would be to add your additional tennis courts at the Flint Hills land. Staffresponse—Please see attachment four. The newly redesigned Flint Hills Athletic Complex does include a space for an amenity such as an 8 court tennis complex. The park is designed to be a community athletic complex and would have ample parking,good access off major roads and could accommodate large tournaments. The one drawback of adding a grouping of tennis courts at this location is that it is not in close proximity to other large grouping of courts that could benefit future programming. Option 5 A fifth option would be to work with DCTC or the UMore people and put your additional tennis courts at UMore. Staffresponse— The City currently does not have any land available on the UMore Ballfield site to add tennis courts. Trying to acquire additional land at UMore would most likely require the City to purchase or acquire pre-dedicated park land for a tennis complex. DCTC has historically supported building athletic facilities for programs that they offer to not their student athletes. Staff does n know of a known interest from DCTC to add a tennis program. Rosemount, MN 55068 Dear Mayor Droste and Mr. Johnson: I apologize for my late communication on the topic of tennis courts being put in at Erickson Field, but I was not aware that this project was moving forward. I had heard over the past year and a half that this topic was being discussed and looked at. I had communicated to Mr. Schultz how desperately the high school athletic programs needed to continue to have access to Erickson Field for the purposes of being able to run our soccer programs and our lacrosse programs here at the high school. I offered on numerous occasions to Mr. Schultz that I would be more than willing to be at any meetings or appear at any city council meetings where my input on this topic might be shared. Most recently this fall, Mr. Schultz and I met to discuss the details of the tunnel being put in under Highway 3 on the high school's property. At that time, I was telling him how much we were in favor'of the tunnel because it would allow our student-athletes to walk more safely over to Erickson Field in the fall and in the spring for soccer and for lacrosse. He told me at that time the tennis courts were still being pushed by one member of the City Council. I told him again, that I would welcome attending any planning meetings or City Council meetings where we could brainstorm possible solutions for another placement of the tennis courts. Not having heard anything, I wrongfully assumed that this tennis court project at Erickson was not moving ahead because I had known that RAAA board members were opposed to losing Erickson Field for the variety of sports that they use it for. In a recent meeting yesterday with the President of RAAA, Heidi Kraemer, I was told that she believed from her attendance at the last City Council meeting that the tennis court project was moving ahead and she was concerned about it. Again I know much of the responsibility for not being informed that this project was moving forward is my own fault, so I apologize for not doing a better job of keeping track of City Council agendas. Educating our students to reach their full potential NATIONALLY RECOGNIZED FOR EXCELLENCE IN EDUCATION December 13 2012 Page 2 After speaking to Mr. Johnson and Mr. Schultz today and finding out this project has already been approved, I called RHS Head Tennis Coach, Dana Beck, Mike Hatlen, the president of RAAA In-House Tennis and Lynette Hatlen, the president of RAAA Traveling Tennis. I did receive confirmation that they indeed do have a desire to have more tennis courts in Rosemount. Secondly, they do encourage one set of lighted tennis courts. This would help them tremendously with their growth in numbers and enhancing the tennis programs in Rosemount. All of them would be okay with finding a solution that does not involved Erickson Field. Again, I am so sorry for the lateness in voicing my opinion to the City Council. One of the things I greatly appreciated when I first started in Rosemount eighteen years ago was we had numerous meeting between the Parks and Rec Department of Rosemount, the Community Ed Department of ISD 196, the RAAA president and vice-president along with the athletic offices of the high school and middle school athletic directors. These meetings took place three times a year and many tremendous discussions took place, It was not only a source of information gathering but also a great way to brainstorm solutions for our entire community. I would welcome us returning to those days so that we can all be on the same page, and grow our facilities and community in such a way that it will benefit everyone so we are not pitting program vs. program.
