RECOMMENDED ACTION: Motion to recommend the City Council approve entering into a
professional services agreement with WSB to provide engineering and landscape architect
services for the Flint Hills Athletic Complex project.
ISSUE
The City of Rosemount's 2013 10 Year CIP Working Program includes funding for the construction of
green fields (soccer,lacrosse and football) on property that was donated to the City of Rosemount by Flint
Hills Resources. The scope of services presented in the proposal is based on the preliminary concept plan
that was completed by Brauer and Associates,Ltd. (now a division of WSB). WSB will coordinate with all
subcontractors and complete all work in accordance with the master services contract for City Engineering
Services between WSB and the City of Rosemount. The consulting services that we typically need for a
project of this size include:
Step 1—Design Development ($ 23,830.00)
The design development phase of the work will include further refinement of the layout and site
organization, materials selection,grading and drainage strategies, and construction costs.
Step 2—Construction Documentation and Bidding Services ($ 49,525.00)
Upon approval of design development documents, the consultant will prepare
construction documents and technical specifications for site elements that are to be constructed.
Step 3—Contract and Construction Administration ($ 70,028.00)
The consultant would coordinate the construction process, construction observations/inspections,
construction staking and the development of as-built drawings.
The total cost of the professional services has been submitted as an hourly-not-to-exceed fee of
$143,383.00.
SUMMARY
Staff is recommending the City Council approve entering into a professional services agreement with WSB
to provide Design Development, Construction Documentation and Bidding Services, Contract and
Construction Administration services for the construction of green fields at the Flint Hills Athletic
Complex.

Dear Mr. Schultz:
WSB &Associates is pleased to present this proposal for professional services related to
the design of improvements associated with the Outdoor Recreation Complex as defined
within the phase one limits of the attached plan graphic. The scope of services presented
in this proposal are based on discussions with the City of Rosemount,preliminary layouts
and designs completed by Brauer&Associates,Ltd. (now a division of WSB), and our
familiarity with the project area due to recent projects completed by WSB in the nearby
vicinity. WSB will coordinate with all subconsultants and complete all work in
accordance with the master services contract for City Engineering Services between
WSB and the City of Rosemount. For reference we have attached the following:
• EDI's proposal for electrical/lighting related consulting services
• Professional Turf&Renovation's proposal for turf related consulting services
• McGhie&Betts proposal for geotechnical and construction materials testing
• Main Line Consulting's proposal for irrigation related consulting services
• WSB's 2013 Fee Rate Schedule
• Preliminary Phasing Plan of the park(for reference)
PROJECT UNDERSTANDING:
This project is being developed on land owned by the City of Rosemount which is
located north of Bonaire Path and east of Akron Ave. Design will focus on the phase one
limits of the site as listed below and illustrated in the attached Preliminary Phasing Plan.
Bidding is scheduled for spring of 2013 with the majority of construction occurring
during the summer of 2013.We understand that the seeding/restoration will be excluded
from the bid documents and will be implemented through a separate contract between the
City of Rosemount and a professional turf installer.

Phase 1 Improvements Include
• 3 soccer fields
• Southern parking lot and entrance access from Bonaire Path (bituminous
pavement with curb and gutter)
• Electrical service and parking lot lighting
• Conduits for future soccer field lighting
• Water service for irrigation system and community garden hydrant
• Irrigation system for soccer fields
• Onsite storm water management system
SCOPE OF SERVICES
WSB will provide design development, construction documentation, and construction
related services for this project based on the approved Preliminary Phasing Plan prepared
by Brauer&Associates,Ltd. (now a division of WSB). In order to complete the project,
we propose the following scope of services which outlines our tasks and deliverables:
A. SCOPE OF SERVICES "A"—Design Development:
1. Project Startup/Focus Meeting: The general purpose of the focus
meeting is to allow WSB the opportunity to develop a very clear
understanding of the scope of the project,intended outcome,City's
expectations of the consultant's services,confirm key individuals,
associations, committees, staff members, etc.who will be involved in the
project or have information that will affect the project,and general review
and discussion about the issues and concerns related to this project.
2. Site Plan Adjustments: Review and confirm the adopted master plan
with the OWNER and make minor adjustments as deemed appropriate by
the City of Rosemount.
3. Geotechnical investigation and recommendations
4. Site Design Development: Preparation of design development documents
for the OWNER based on the City approved Preliminary Phasing Plan
prepared by Brauer &Associates, Ltd. dated August 10, 2012 (including
additions or deletions as directed by the OWNER). The Design
Development for these items and areas shall include the preparation of
written text, plans and other drawings necessary to describe the design,
materials, colors, textures in sufficient detail for the OWNER to grasp the
appearance and function of the improvements.
a. This includes review and use of appropriate design standards for
listed facilities and preparation of design development drawings.
The drawings include refined site facility layout, landscaping,
grading, removals plans, site utility plans,site lighting plans, etc.
and details as required. Outline specifications, including general
and technical sections, will be prepared. The bid form outline will
be prepared and used to estimate construction costs.

b. An estimate of the cost to construct these improvements will be
refined based on these documents. From this estimate the OWNER
shall determine which of the improvements shall be included in the
final phase of design, (Construction Documents).
5. Deliverables:
a. One complete paper and digital set of design development
drawings. Plans will be design development level documents
which will include the Preliminary Plans of the following:
i. Removals, Layout, Grading, Utility, Preliminary
Stormwater Management,Landscape,Electrical, Irrigation
b. Specifications outline
c. Geotechnical report
d. Preliminary estimate of probable construction costs
6. Meetings to be held in Rosemount:
a. Project Startup/Focus Meeting to discuss any required site plan
adjustments that should be considered
b. Design Development plan& estimate package review meeting
with City Staff.
B. SCOPE OF SERVICES `B"—Construction Document Preparation &
Bidding Services:
1. WSB will prepare final Construction Documents for the improvements as
approved by the OWNER for inclusion in this project.These documents
shall include plans and other drawings as necessary, as well as,
specifications in sufficient detail for the OWNER to pursue competitive
bids for the construction of the improvements. Specific scope of work for
this task will include:
a. Construction plans including:
i. Summary of Quantities Worksheet
ii. Title Sheet
iii. General Layout Plan
iv. Site Grading Plan
• Will be designed in conjunction with the drainage
design.
• Earthwork balance for the phase limits of this
project will be analyzed for site balance.
• Soil borings will be utilized to ensure there is
sufficient good material for hard surfaced areas,

topsoil for green common spaces and for structural
design aspects.
• Infiltration and pond design will be done under the
drainage design work plan
• Erosion control and site SWPPP plans
• Temporary sedimentation basins as necessary
• Hold downs for parking lots, soccer fields, and
entrance drives
• Onsite soils are assumed to be free of hazardous
materials
• Spot elevations for pavements,trails, soccer areas
and other key site features as necessary
• ADA grading design of trails, sidewalks,h.c.
parking spaces and other site facilities as
appropriate for this phase of the project.

vii. Storm Sewer and Drainage Plans and details: Analysis and
design of the stormwater drainage and conveyance system,
including ponding and infiltration basins as identified in

based the standards of the City's stormwater management

Assumes erosion control plan, SWPPP, and required erosion and
sediment control details.
b. Completion and submittal of Department of Health for watermain
($150 application fee not included) at 90% plan completion. If
necessary, it is assumed that final plan revisions and modifications
to the bid documents will be completed by WSB &Associates,
Inc. prior to 100% completion.
c. Completion and submittal of City of Rosemount grading permit
(application fee not included) prior to start of construction.
d. Completion and submittal of City of Rosemount building permit
for onsite water services only(application fee not included)prior
to start of construction.
3. Bidding Assistance—It is assumed the project will be bid as one package
for the improvements within the phase 1 project limits. WSB will provide
services for bidding assistance including the following:
a. Advertisement for bids
b. Coordinate online plan set availability to Contractors
c. Field questions from Prospective Bidders
d. Issue addenda as necessary
e. Attend the bid opening
f. Prepare tabulation of bids
g. Prepare letter of recommendation for contract award
4. Deliverables:
a. One complete paper and digital set of construction drawings,
specifications and final estimate of probable construction costs at
50% completion, 95%completion, and 100% final completion.

5. Meetings to be held in Rosemount:
a. 50% complete Construction Document review meeting

C. SCOPE OF SERVICES "C"—Contract Administration
1. Construction administration will include the following tasks:

a. Conduct Pre-construction Conference and weekly meetings. WSB
will schedule and lead the pre-construction conference. We will
also attend weekly meetings during the project to allow for pro-
active communication with the contractor, which will maximize
efficiency during the construction. Meeting minutes will be
prepared and distributed to all the attendees.
b. WSB will provide all services necessary to answer contractor
questions and provide design intent and clarification for any issues
that may arise during the project, including review of shop
drawings.
c. Review pay applications prepared by contractor and make
recommendations regarding payment
d. In the event of changed conditions during the project,WSB will
prepare and distribute any necessary change orders to expedite the
work in the field.
e. Substantial completion meeting and punchlist
f. Final Project Completion review meeting
2. Construction Observation—WSB will provide a part-time construction
observer for the project that is familiar with construction projects within
the City of Rosemount, assuming approximately 16 hours/week for a
construction duration of 13 weeks. If requested by the City, additional
construction observation will be provided at hourly rates.

3. Construction Surveying-WSB &Associates, Inc. will provide a survey

c. Stake clearing limits
d. Rough grade staking
e. Subgrade tolerance certification
f. Stake watermain
g. Stake storm sewer
h. Blue top subgrade staking

4. Record Drawings—WSB &Associates, Inc. will complete record
drawings based on construction notes and the information gathered during
the as-built survey. Record drawings will be provided to the City to
review and final drawings will be prepared once the record drawings have
been approved.
D. CONDITIONS AND EXCLUSIONS
1. We will provide all of the professional design services,required to
complete the plans and specifications as required for bidding the
improvements for this project except the following:
a. Hazardous waste engineering
b. Archeological services
c. Ecological design services
WSB can add these items to our scope at additional fee if they become
required.
2. Any additional work or change in project scope will be completed on an
hourly basis to be billed in accordance with WSB &Associates' general
services contract with the City of Rosemount.
3. City of Rosemount may terminate project with written notice,but shall be
responsible for fees incurred to date.
E. SCHEDULE:
WSB is prepared to begin work immediately upon approval of this scope and fee. It is
anticipated that the design and documentation phases of the work can be completed
within a 3-4 month timeframe.
F. PROPOSED FEE:
1. Design Development: WSB &Associates and their identified team of
subconsultants will provide the services as outlined in Scope of Services
Paragraph "A" above for an hourly-not-to-exceed amount of$23,830.00

2. Construction Documentation: WSB &Associates and their identified

Professional Turf& Renovation is pleased to offer you a quote to provide consultation services for the
City of Rosemount Athletic Complex. Our services will include the following:
1. Take a representative sample of the topsoil and have it tested for infiltration, percolation,
particle soil analysis, pH etc.Dr Norm Hummel would perform the tests and offer an opinion
of the soils for athletic fields,along with myself.
2. Offer design considerations on the layout to maximize field use.
3. Meet with the owner at least twice to discuss proper timing of the project and offer any other
options and construction considerations.
4. Observe construction at key times, providing suggestions or concerns.
5. Discuss seed mixes with the owner and make recommendations.
6. Spend time with the owner talking about future maintenance (watering,aerification,
topdressing and fertilization).
Cost Estimate:$4,000-$6,000.00
The final cost will be determined by how many soil samples are taken, but will not exceed $6,000.00.

Project Information
We understand that you are seeking a proposal for subsurface exploration and
construction materials testing for an outdoor recreation complex consisting of
athletic fields, a future concessions building,and pavement improvements.
Boring depths were based on preliminary grading information for the site.
We understand that only Phase 1 improvements are being completed at this
time, however the owner would like soil borings completed in the future
parking lot and concession building. The concessions building will be a one-
story unheated structure with masonry block construction. Pavement
improvements will consist of 2 bituminous entrances and 2 parking lot areas.
Street lights will be placed along the driveways and parking lots.
A gopher one utility locate is required to determine the location of
underground utilities in the site area and provide safety to the drilling crew.

We propose to provide professional services for this project, including the following:

5. Construction Materials Testing during Phase 1 Construction
It is our understanding that the site is accessible with a truck mounted drill rig. Any snow
removal or site access issues due to soft/wet ground conditions will be the responsibility of the
City of Rosemount, including plowing a path to boring locations and towing the drill rig if
necessary. McGhie&Betts, and its subcontractors, shall not be held responsible for damage
that occurs from normal drilling methods and site access.
It is our understanding that WSB &Associates will complete the boring layout and elevating
before drilling commences.
Geotechnical Fees
Our fees for the geotechnical services will be charged on an hourly or unit price basis.

change, we request the right to renegotiate the fees with you. Invoicing will be monthly in
accordance with our Schedule of Hourly Rates and Charges. Payment will be made in thirty
(30) days and a finance charge of 1Y2%per month will be charged on the unpaid balance.

detailed summary is provided as an enclosure with estimated hours and hourly rates.

Schedule
McGhie&Betts is prepared to do the geotechnical fieldwork after confirmation that we have
been awarded the project. A Gopher State 1-Call is required to clear the area of utilities.
We anticipate your firm will handle coordination of the site services and that we would be
notified if additional services were required.
Limit of Liability
Client hereby agrees that,to the fullest extent permitted by law,McGhie&Betts, Inc. total
liability to Client for any and all injuries, claims, losses, expenses or damages whatsoever
arising out of or in any way related to the project or this Agreement from any cause or causes
including but not limited to McGhie&Betts, Inc.negligence, errors, omissions, strict liability,
breach of contract or breach of warranty shall not exceed the total amount of$25,000 or the
amount of this contract,whichever is greater.

• Project will be billed monthly based on percentage complete. Terms are net due 30 days from invoice date—no further work/revisions will
