Minutes of the December 12, 2013 Work Session Proceedings ROSEMOUT CITY COUNCIL WORK SESSION PROCEEDINGS DECEMBER 12, 2012 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Rosemount City Council was held on Wednesday, December 12, 2012 at 6:30 p.m. in the Conference Room at City Hall, 2875 145th Street West,Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe-Corrigan, Weisensel and Kearney attending. Staff present included City Administrator Johnson,Director of Public Works/City Engineer Brotzler,City Clerk Domeier and Chief of Police Werner. DISCUSSION 2.A. Dakota County Transportation Update Mark Krebsbach,Dakota County Transportation Director/County Engineer,Brian Sorenson, Assistant County Engineer and County Commissioner Nancy Schouweiler were in attendance for the discussion. Discussion was held about the Cedar Avenue Bus Rapid Transit, the Robert Street Alternative Analysis, Ziprail,improvements to the Highway 52Corridor, State and Federal Transportation Funding, CIMS, County Road 42 Study, 42/52 Interchange and updates to the CSAH System. The City Council shared frustrations about the access points on County Road 42 that were supposed to be closed in Apple Valley and Burnsville. They shared instances where Rosemount has lost businesses because of access issues. Further discussion was held about the 42/52 Interchange and the phased process approach. Discussion was held about partnering to make the process go quickly. The parties also talked about the updates to the CSAH System and the connector system. County staff anticipated County Road 73 will be upgraded when the study is complete. 2.B. DWI Enforcement Follow-up Discussion Police Chief Werner provided a summary of the staff report. He specifically reviewed the changes in enforcement noting that the department will continue its efforts to help reduce the safety effects of impaired drivers. Mr. Werner also talked about initiatives to work with local businesses such as joint training opportunities and the implementation of best practices. Mayor Droste supported working with the businesses in a pro-active manner. Council Member Weisensel suggested sharing the data collected with the residents so that they could see that the Police Department is doing what they are expected to do for the City. All of the Council appreciated the hard work of the officers. 2.C. Goal Setting Meetings City Administrator Johnson requested that the City Council set a date and location for the goal sessions. The City Council picked January 25 and 26 as a first option and January 18 and 19 as the second option. The sessions will be held at City Hall. The City Council requested suggestions from staff on ideas to make the City better along with a list of department goals. Based upon that feedback, the City Council will decide if any staff needs to attend the sessions. UPDATES 2.A. Updates from City Council/Staff Director of Public Works/City Engineer Brotzler provided an update on the testing of LED street lights. ROSEMOUT CITY COUNCIL WORK SESSION PROCEEDINGS DECEMBER 12, 2012 Council Member Kearney provided an update on the City Council holiday party tentatively scheduled for January 4,2013. Council Member Weisensel and Mayor Droste provided information and ideas obtained at the NLC conference. Mayor Droste requested that the Steeple Center be outlined in lights. He also provided an update on a recent meetings with SKB and the MVTA.
