ISSUE
Three units are scheduled for replacement in 2013: a single axle water truck,a tandem axle dump truck,
and a passenger SUV currently used by the Parks&Recreation department. Based on the discussion at
the City Council Work Session on Wednesday,January 9, 2013, staff is seeking Council authorization to
purchase the replacement equipment.
BACKGROUND
In accordance with the Public Works Quality Standards and the recently-adopted Fleet Evaluation Matrix,
the noted items are proposed and scheduled in the 2013 CIP for replacement. A brief summary of each
unit is provided below.
Tandem-Axle Dump Truck (Unit 8434)
Unit 8434 is an 111/2 year old tandem-axle plow truck with 95,100 miles of use. It has been used
significantly for plowing and hauling duties for the past 11 years,and will continue to be used this
winter for a 12th season of plowing. Given the age and condition of this vehicle, staff recommends
this unit be replaced with a new tandem-axle dump truck. As discussed with Council,this truck will
include a stainless steel box to prevent corrosion and will also include appurtenances for the use of salt
brine for pre-wetting of salt. This is consistent with four other plow trucks that have been outfitted
for the use of salt brine.

• Estimate for replacement (includes cab, chassis,dump box, sander,wing,plow,lights): $165,000
• Maintenance costs to-date: $70,300
• Salvage value (estimated): $35,000
• Anticipated useful life: 12 to 14 years

Single-Axle Water Truck (Unit 8431)
Unit 8431 is a 15 year old single-axle dump truck with 90,700 miles of use. It was used mainly for
plowing and hauling duties for the first 11 years, and was converted to a water truck in 2008. As a
water truck,this vehicle is used for flooding outdoor rinks,tree and landscape watering, filling water
tanks at community garden plots,and a limited use for gravel road maintenance. A formal water truck
is occasionally rented for gravel road maintenance due to the need for increased capacity and better
spray applicators. As the water truck is used regularly throughout the year,it would not be cost-
effective to rent on a long-term basis with an estimated annual rental rate of$43,000. Given the age,
condition and function of this vehicle, staff recommends this unit be replaced with a dedicated single-
axle water truck with a 2,000 gallon tank.
Based on Council discussion at the January 9,2013 Work Session, staff is working to evaluate the
required additions to the proposed water truck to accommodate the use of the water truck by the Fire
Department as a second tanker trunk. The estimated price has been shown as a range to account for
potential additional costs to outfit the water truck with items to fulfill this secondary role.

• Estimate for replacement(includes cab, chassis,water tank,lights): $140,000- $170,000
• Maintenance costs to-date: $27,400
• Salvage value (estimated): $20,000
• Anticipated useful life: 15 to 17 years
Ford Explorer (Parks & Recreation) (Unit 8603)
Unit 8603 is a 141/2 year old sport utility vehicle with 95,900 miles of use. It was used in the Police
Department for the first 11 years,and was transferred to Parks &Recreation in 2009. Given the age,
condition and function of this vehicle, staff recommends this unit be replaced with a similar type
vehicle for continued use by Parks &Recreation staff. The proposed replacement vehicle is a mini-
van.
• Fleet Evaluation Matrix Score of 33, Category IV
• Estimate for replacement (includes cab, chassis,lights): $30,000
• Maintenance costs to-date: $12,900
• Salvage value (estimated): $2,000
• Anticipated useful life: 15 to 17 years
SUMMARY
Staff is requesting Council authorization to purchase the three new equipment units scheduled in the 2013
CIP.
