RECOMMENDED ACTION: Motion to adopt a Resolution approving the Final Plat for
Prestwick Place 6th
Addition.
ISSUE
On September 4, 2012, the City Council approved D.R. Horton's request for Prestwick Place 5`h Addition
Final Plat and Planned Unit Development (PUD) Final Site and Building Plan for six (6) lots. Two of the
lots were created with narrower building pads than the other DR Horton lots and DR Horton has requested
to modify lot lines on four (4) lots to provide equal width building pads on the four lots.
JANUARY 22 PLANNING COMMISSION MEETING
The Planning Commission reviewed the Prestwick Place 6t' request on January 22. Commissioner Miller
requested an explanation of the drainage on the lots. Staff explained that the grading and drainage was
completed during the construction of the public improvements for Prestwick Place e and 5d' Addition
and is currently functioning. The Planning Commission unanimously recommended approval of
Prestwick Place 6`h Final Plat.
SUMMARY
D.R. Horton received the approval of Prestwick Place 5t' on September 4, 2012 and street and utility
construction was completed in November of 2012. The utility construction required installation of a storm
sewer pipe between Lots 3 and 4 of Block 3. The pipe was installed deeper than normal to be placed under
the gas pipeline in the back of the lots. This deeper pipe required a ten (10) foot side yard utility easement
instead of the normal five (5) foot wide easement, which resulted in narrower building pads for Lots 3 and 4.
To increase the building pad widths, DR Horton has proposed to re -plat the four (4) lots in Block 3
reducing the width of Lot 1 by about 2.5 feet, expanding the width of the of Lot 3 by about 2.5 feet, and
expanding Lot 4 by five (5) feet to the east. This expansion of lot widths will not impact the total number of
lots within the Preliminary Plat.
Since the roads and utilities are already constructed for these four (4) lots, no additional changes to the
infrastructure will be needed. The condition of approval requires all conditions of Prestwick Place 4`s and 5'
Additions will apply to Prestwick Place 6`h.
RECOMMENDATION
Staff recommends that the Planning Commission recommend approval of the Final Plat for the Prestwick
Place 6`� Addition with the specific conditions provided above.

RESOLUTION 2013 -
A RESOLUTION APPROVING THE FINAL PLAT
FOR PRESTWICK PLACE 6T" ADDITION
WHEREAS, the City of Rosemount received a request for Final Plat approval from D.R. Horton,
Inc. concerning property legally described as:
Lots 1, 2, 3, and 4, Block 3 and Outlot B, Prestwick Place 5s' Addition, Dakota County,
Minnesota.
WHEREAS, on January 22, 2013, the Planning Commission of the City of Rosemount reviewed
the Final Plat for Prestwick Place 6' Addition; and
WHEREAS, on January 22, 2013, the Planning Commission recommended approval of the Final
Plat for Prestwick Place 66s Addition; and
WHEREAS, on February 5, 2013, the City Council of the City of Rosemount reviewed the
Planning Commission's recommendations.
NOW, THEREFORE, BE IT RESOLVED, the Council of the City of Rosemount hereby
approves the Final Plat for Prestwick Place 6t' Addition, subject to the following conditions:
1. Subject to the Approval Conditions of Prestwick Place e Addition and Prestwick Place
5`'' Addition Final Plat and Planned Unit Development Final Site and Building Plan.
2. Subject to the Prestwick Place 4`h Addition Subdivision Agreement.
3. Subject to the Prestwick Place 4`h and 5`h Addition Planned Unit Development
Agreement.
ADOPTED this 5`s day of February, 2013, by the City Council of the City of Rosemount.

JANUARY 22, 2013
7.a. Request by D.R. Horton for the Approval of the Prestwick Place 6th Addition Final Plat for Four
(4) Lots (13- 03 -FP). Senior Planner Zweber stated that on September 4, 2012, the City Council
approved D.R. Horton's request for Prestwick Place 5d' Addition Final Plat and Planned Unit
Development (PUD) Final Site and Building Plan for six (6) lots. Two of the lots were created with
narrower building pads than the other DR Horton lots and DR Horton has requested to modify lot
lines on four (4) lots to provide equal width building pads on the four lots.
Commissioner Miller asked if there were concerns of drainage problems due to the restrictions in
grading. Project Engineer Olson stated the drainage plan is constructed as originally designed for that
area, the depth of the pipe is the only thing different so it does not pose a drainage problem and there
is an outlet into a pond to assist with drainage.
MOTION by Weber to recommend the City Council approve the Prestwick Place 6'
Addition Final Plat, subject to the following conditions:
1. Subject to the Approval Conditions of Prestwick Place 4`'' Addition and Prestwick
Place 5`s Addition Final Plat and Planned Unit Development Final Site and Building
Plan.
2. Subject to the Prestwick Place 0' Addition Subdivision Agreement.
3. Subject to the Prestwick Place 4`h and 5`h Addition Planned Unit Development
Agreement.
