RECOMMENDED ACTION: Motion to Approve a Resolution Authorizing Submission of
the City's 2012 Safe Routes to School Infrastructure Grant Applications for trail, sidewalk,
and crosswalk improvements near Shannon Park Elementary and the Rosemount
Elementary and Middle School campus.
SUMMARY
In coordination with Independent School District (ISD) 196, City staff has prepared two Safe Routes to
School Infrastructure Grant applications. The proposed improvements were specifically identified in the
2010 Safe Routes to School Plans for Shannon Park Elementary, Rosemount Elementary and Rosemount
Middle Schools. These applications have the full support of ISD 196 Superintendent Jane Berenz, the
principals of each school, the Dakota County Regional Chamber of Commerce and the Rosemount Area
Business Council. Furthermore, they are consistent with the City Council's 2012 Infrastructure and
Sustainability goals as well as the goals of the Active Living chapter of the City's Comprehensive Plan and
Pedestrian and Bicycle Master Plan.
Should the City receive these grants, funds from the Safe Routes to Schools program would reimburse the
City for 100 percent of the project costs. The first grant application is for $137,500 and would fund
improvements near Rosemount Elementary and Middle Schools. It calls for installation of an 8' wide
sidewalk directly abutting the curb along 144`h Street West from Chili Avenue to Cameo Avenue. The
second grant in the amount of $128,750 would fund improvements near Shannon Park Elementary
School. It calls for construction of an 8' wide bituminous trail connecting the City's existing trail along
Shannon Parkway to the south side of the school campus and an LED crosswalk sign at Evermoor
Parkway and Greggs Circle.
Both projects would be located within City or School District property or existing public right -of -way.
However, the sidewalk along 144`h Street West would be located within the public right -of -way directly in
front of private residences. Should the City receive this grant, staff plans to conduct the typical public
process to engage and inform residents along this portion of 144`' Street West about the project.
BACKGROUND
The Safe Routes to School program was created in Section 1404 of the Safe, Accountable, Flexible, and
Efficient Transportation Equity Act: A Legacy for Users Act (SAFETEA -LU). The legislation was signed
into law on August 10, 2005, providing State departments of transportation with federal funding for the
Safe Routes to School program. This program provides communities with the opportunity to improve the
built environment and promote bicycling and walking to school with infrastructure and non - infrastructure
projects. The goals of the program include:
1. Enable and encourage children, including those with disabilities, to walk and bicycle to school.
2. Make bicycling and walking to school a safer and more appealing transportation alternative,
thereby encouraging a healthy and active lifestyle from an early age.
3. Facilitate the planning, development and implementation of projects and activities that will
improve safety and reduce traffic, fuel consumption and air pollution in the vicinity of schools.
Safe Routes to School grants provide 100 percent federal funding for infrastructure projects located within
two miles of a school with students in grades K -8 ranging in cost from $100,000 to $300,000. Should the
City receive these grants, funds from this program would reimburse the City for the costs of these
projects.
RECOMMENDATION
Staff recommends the City Council authorizes submission of two Safe Routes to School Infrastructure
Grant applications for trail, sidewalk, and crosswalk improvements near Shannon Park Elementary and the
Rosemount Elementary and Middle School campus. These projects have the full support of ISD 196 and
are consistent with the City Council's 2012 Infrastructure and Sustainability goals as well as the Safe Routes
to School, Active Living and Pedestrian and Bicycle Master Plans.

A RESOLUTION AUTHORIZING SUBMISSION OF THE CITY'S 2012 SAFE ROUTES
TO SCHOOL INFRASTRUCTURE GRANT APPLICATIONS FOR TRAIL, SIDEWALK,
AND CROSSWALK IMPROVEMENTS NEAR SHANNON PARK ELEMENTARY AND
THE ROSEMOUNT ELEMENTARY AND MIDDLE SCHOOL CAMPUS
WHEREAS, the federal Safe Routes to School program seeks to enable and encourage children to
walk and bicycle to school; make bicycling and walking to school a safer and more appealing
transportation alternative; and facilitate the planning, development and implementation of projects
and activities that will improve safety and reduce traffic, fuel consumption and air pollution in the
vicinity of schools; and
WHEREAS, the Safe Routes to School Infrastructure Grants provide 100 percent federal funding
for infrastructure projects located within two miles of a school with students in grades K -8 ranging
in cost from $100,000 to $300,000; and
WHEREAS, the Rosemount Elementary and Middle Schools grant application would fund
installation of a sidewalk along 144`'' Street West from Chili Avenue to Cameo Avenue and a
crosswalk at Chili Avenue; and
WHEREAS, the Shannon Park Elementary School application would fund construction of a trail
connecting the City's existing trail along Shannon Parkway to the south side of the school campus
and an LED crosswalk sign at Evermoor Parkway and Greggs Circle; and
WHEREAS, The proposed improvements were specifically identified in the 2010 Safe Routes to

and Sustainability goals; and
WHEREAS, the Superintendent for Independent School District 196 and the principals of each of
the three schools fully support both grant applications;
RESOLUTION 2013 -
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Rosemount hereby
authorizes submission of the City's 2012 Safe Routes to School Infrastructure Grant applications for
Shannon Park Elementary, Rosemount Elementary and Rosemount Middle Schools.
ADOPTED this 5`' day of February, 2013, by the City Council of the City of Rosemount.
