RECOMMENDED ACTION: Motion to Adopt a Resolution Declaring Costs to be Assessed,
Ordering the Preparation of Proposed Assessment, and Calling for Hearing on the Proposed
Assessment for the 2013 Street Improvement Project, City Project 445.
BACKGROUND:
The 2013 Street Improvement Project includes mill and overlay and spot curb and gutter replacement on
the following streets:
Carrollton Addition & Carrollton 5`h Addition (0.83 miles)
• 155`h Street between Shannon Parkway and Chippendale Avenue (0.49 miles)
• Danville Avenue between 160`h Street and Upper 156`h Street West (0.26 miles)
The 2013 City striping plan is also included as part of the contract.

SUMMARY:
Staff is recommending Council adoption of a resolution to declare the costs to be assessed, order the
preparation of the proposed assessment, and set a public hearing for April 2, 2013 at 7:30 p.m. or as soon
thereafter as possible.

RESOLUTION 2013 -
A RESOLUTION DECLARING COST TO BE ASSESSED AND ORDERING
PREPARATION OF PROPOSED ASSESSMENT, AND CALLING
FOR HEARING ON THE PROPOSED ASSESSMENT
2013 STREET IMPROVEMENT PROJECT
CITY PROJECT 445
WHEREAS, a contract has been let for the 2013 Street Improvement Project and the contract amount
for such improvement is $507,045, and the expenses incurred or to be incurred in the making of such
improvement amount to $94,151 so that the total cost of the improvement will be $601,196.
NOW, THEREFORE, BE IT RESOLVED by the City Council of Rosemount, Minnesota:
1. The portion of the cost of such improvement to be paid by the City is hereby declared to be
$450,638 and the portion of the cost to be assessed against benefited property owners is declared to
be $150,558.
2. Assessments shall be payable in equal annual installments extending over a period of 10 years, the
first of the installments to be payable with general taxes for the year 2014, and shall bear interest at
the rate of 2% per annum above the interest rate paid by the City for its bonds from date of the
adoption of the assessment resolution.
3. The City Clerk, with the assistance of the City Engineer shall forthwith calculate the proper amount
to be specially assessed for such improvement against every assessable lot, piece or parcel of land
within the district affected, without regard to cash valuation, as provided by law, and she shall file a
copy of such proposed assessment in her office for public inspection; and
BE IT FURTHER RESOLVED by the City Council of Rosemount, Minnesota:
1. A hearing shall be held on the 2nd day of April, 2013 in the Council Chambers at 7:30 p.m., or as
soon thereafter as possible, to pass upon such proposed assessment, and at such time and place, all
persons owning property affected by such improvement will be given an opportunity to be heard
with reference to such assessment.
2. The City Clerk is hereby directed to cause a notice of the hearing on the proposed assessment to be
published once in the official newspaper at least two weeks prior to the hearing, and she shall state
in the notice the total cost of the improvement. The City Clerk shall also cause mailed notice to be
given to the owner of each parcel described in the assessment roll not less than two weeks prior to
the hearings.
Resolution 2013-
BE IT FURTHER RESOLVED by the City Council of Rosemount, Minnesota:
The owner of any property so assessed may, at any time prior to certification of the assessment to
the County Auditor, pay the whole of the assessment on such property, with interest accrued to the
date of payment, to the City, except that no interest shall be charged if the entire assessment is paid
by October 31, 2013. The owner may at any time thereafter, pay to the County Auditor the entire
amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in
which such payment is made. Such payment must be made before November 15 or interest will be
charged through December 31 of the succeeding year.
