ISSUE The City of Rosemount's 2013 10 Year CIP Working Program includes funding for the construction of four tennis courts. The location of the proposed courts is in Erickson Park in the location of the soccer/ lacrosse field. The scope of services presented in the proposal is based on the preliminary concept plan that was completed by Brauer and Associates, Ltd. (now a division of WSB). WSB will coordinate with all subcontractors and complete all work in accordance with the master services contract for City Engineering Services between WSB and the City of Rosemount. The consulting services that we typically need for a project of this size include: Step 1— Design Development ($13,500.00) The design development phase of the work will include further refinement of the layout and site organization, materials selection, grading and drainage strategies, and construction costs. Step 2 — Construction Documentation and Bidding Services ($ 27,750.00) Upon approval of design development documents, the consultant will prepare construction documents and technical specifications for site elements that are to be constructed. Step 3 — Contract and Construction Administration ($ 28,603.00) The consultant would coordinate the construction process, construction observations /inspections, construction staking and the development of as -built drawings. The total cost of the professional services has been submitted as an hourly- not -to- exceed fee of $69,853.00. One item that should be noted is that staff feels the time -line stated in the professional services agreement will need to be adjusted. When the agreement was provided to staff in December of 2012, the agreement stated that the bidding for the project would take place in the spring of 2013 with the construction taking place in the summer of 2013. Staff now expects that the project would be bid in the summer of 2013 and that the construction would take place in the fall of 2013. The scope of services presented in this proposal are based on discussions with the City of Rosemount, preliminary concept planning completed by Brauer & Associates, Ltd. (now a division of WSB), and our familiarity with the project area due to recent projects completed by WSB in the nearby vicinity. WSB will coordinate with all subconsultants and complete all work in accordance with the master services contract for City Engineering Services between WSB and the City of Rosemount. For reference we have attached the following: ■ EDI's proposal for electrical / lighting related consulting services ■ McGhie & Betts proposal for geotechnical and construction material testing ■ WSB's 2013 Fee Rate Schedule PROJECT UNDERSTANDING: This tennis court development project is being developed on an existing soccer field located within Erickson Park which is owned by the City of Rosemount. Design will focus on the elements described below. Bidding is scheduled for spring of 2013 with the construction occurring during the summer of 2013. (now a division of WSB). In order to complete the project, we propose the following scope of services which outlines our tasks and deliverables: A. SCOPE OF SERVICES "A" — Design Development: 1. Project Startup / Focus Meeting: The general purpose of the focus meeting is to allow WSB the opportunity to develop a very clear understanding of the scope of the project, intended outcome, City's expectations of the consultant's services, confirm key individuals, associations, committees, staff members, etc. who will be involved in the project or have information that will affect the project, and general review and discussion about the issues and concerns related to this project. 2. Site Plan Adjustments: Review and confirm the adopted concept plan with the OWNER and make minor adjustments as deemed appropriate by the City of Rosemount. 3. Geotechnical investigation and recommendations 4. Site Design Development: Preparation of design development documents for the OWNER based on the City approved "Potential Tennis Court Layout" prepared by Brauer & Associates, Ltd. in December of 2007 (including additions or deletions as directed by the OWNER). The Design Development for these items and areas shall include the preparation of written text, plans and other drawings necessary to describe the design, materials, colors, textures in sufficient detail for the OWNER to grasp the appearance and function of the improvements. a. This includes review and use of appropriate design standards for listed facilities and preparation of design development drawings. The drawings include refined site facility layout, landscaping, grading, removals plans, site utility plans, site lighting plans, etc. and details as required. Outline specifications, including general and technical sections, will be prepared. The bid form outline will be prepared and used to estimate construction costs. b. An estimate of the cost to construct these improvements will be refined based on these documents. From this estimate the OWNER shall determine which of the improvements shall be included in the final phase of design, (Construction Documents). 5. Deliverables: a. One complete paper and digital set of design development drawings. Meetings to be held in Rosemount: a. Project Startup / Focus Meeting to discuss any required site plan adjustments that should be considered b. Design Development plan & estimate package review meeting with City Staff. B. SCOPE OF SERVICES `B" — Construction Document Preparation & Bidding Services: 1. WSB will prepare final Construction Documents for the improvements as approved by the OWNER for inclusion in this project. These documents shall include plans and other drawings as necessary, as well as, specifications in sufficient detail for the OWNER to pursue competitive bids for the construction of the improvements. Specific scope of work for this task will include: a. Construction Plans including: i. Summary of Quantities Worksheet ii. Title Sheet iii. General Layout Plan iv. Site Grading Plan • Soil borings will be utilized to ensure there is sufficient good material for hard surfaced areas, topsoil for green common spaces and for structural design aspects. • Erosion control and site SWPPP plans as necessary • Temporary sedimentation basins as necessary • Hold downs for pavement will be included • Onsite soils are assumed to be free of hazardous materials. • Spot elevations for court pavements, trails, and other key site features as necessary • ADA grading design of trails, sidewalks, h.c. parking spaces and other site facilities as appropriate for this phase of the project. The analysis will be based the standards of the City's stormwater management requirements. • Storm water modeling — volume analysis, water quality analysis, impacts to compensate for irrigation reuse lost by elimination of soccer field irrigation • Storm water pond grading onsite • Storm water rainwater garden/infiltration system design • Storm sewer design — site only vii. Completion and submittal of the NPDES Phase II stormwater permit ($400 application fee included) at 90% plan completion. Assumes erosion control plan, SWPPP, and required erosion and sediment control details. b. Completion and submittal of City of Rosemount grading permit (application fee not included) prior to start of construction. C. Completion and submittal of City of Rosemount building permit for onsite water services only (application fee not included) prior to start of construction. 3. Biddim Assistance — It is assumed the project will be bid as one package for the improvements within the phase 1 project limits. WSB will provide services for bidding assistance including the following: a. Advertisement for bids b. Coordinate online plan set availability to Contractors C. Field questions from Prospective Bidders d. Issue addenda as necessary e. Attend the bid opening f. Prepare tabulation of bids g. Prepare letter of recommendation for contract award 4. Deliverables: a. One complete paper and digital set of construction drawings, specifications and final estimate of probable construction costs at 50% completion, 95% completion, and 100% final completion. Attend City Council meeting for contract award (if needed) C. SCOPE OF SERVICES "C" — Contract Administration 1. Construction administration will include the following tasks: a. Conduct Pre- construction Conference and weekly meetings. WSB will schedule and lead the pre - construction conference. We will also attend weekly meetings during the project to allow for pro- active communication with the contractor, which will maximize efficiency during the construction. Meeting minutes will be prepared and distributed to all the attendees. b. WSB will provide all services necessary to answer contractor questions and provide design intent and clarification for any issues that may arise during the project, including review of shop drawings. C. Review pay applications prepared by contractor and make recommendations regarding payment d. In the event of changed conditions during the project, WSB will prepare and distribute any necessary change orders to expedite the work in the field. e. Substantial completion meeting and punchlist f. Final Project Completion review meeting 2. Construction Observation — WSB will provide a part-time construction observer for the project that is familiar with construction projects within the City of Rosemount, assuming an average of 8 hours /week for a construction duration of 8 weeks. If requested by the City, additional construction observation will be provided at hourly rates. a. Survey coordination b. Materials testing and certification coordination C. Oversee contractor operations on site d. Prepare construction diaries / progress reports as necessary e. Attendance at the preconstruction meeting b. Preparing coordinate data for staking C. Rough grade staking d. Subgrade tolerance certification e. Blue top subgrade staking f. Blue top finished grade staking g. Trail and/or curb and gutter staking h. Miscellaneous staking, including tennis court lights, electric conduits, and sprinkler conduits i. As -built survey 4. Record Drawings — WSB & Associates, Inc. will complete record drawings based on construction notes and the information gathered during the as -built survey. Record drawings will be provided to the City to review and final drawings will be prepared once the record drawings have been approved. Note: this may not be needed as this project does not involve municipal utilities / services. D. CONDITIONS AND EXCLUSIONS 1. We will provide all of the professional design services, required to complete the plans and specifications as required for bidding the improvements for this project except the following: a. Hazardous waste engineering b. Archeological services C. Ecological design services WSB can add these items to our scope at additional fee if they become required. 2. Any additional work or change in project scope will be completed on an hourly basis to be billed in accordance with WSB & Associates' general services contract with the City of Rosemount. 3. City of Rosemount may terminate project with written notice, but shall be responsible for fees incurred to date. E. It is anticipated that the design and documentation phases of the work can be completed within a 3 -4 month timeframe. F. PROPOSED FEE: 1. Design Development: WSB & Associates and their identified team of subconsultants will provide the services as outlined in Scope of Services Paragraph "A" above for an hourly - not -to- exceed amount of $13,500.00 2. Construction Documentation: WSB & Associates and their identified team of subconsultants will provide the services as outlined in Scope of Services Paragraph `B" above for an hourly- not -to- exceed amount of $27,750.00. 3. Construction Contract Administration: WSB & Associates and their identified team of subconsultants will provide the services as outlined in Scope of Services Paragraph "C" above for an hourly- not -to- exceed amount of $28,603.00. We understand that you are seeking a proposal for subsurface exploration and construction materials testing for a new tennis count area. The area will be sized for up to 8 new courts. We understand that the grade will not change significantly from existing to final design. Street lights will be placed along the driveways and parking, lots. The area planned for the tennis courts is currently used as a soccer field. A gopher one utility locate is required to determine the location of underground utilities in the site area and provide safety to the drilling crew. Construction Materials Testing during construction It is our understanding that the site is accessible with a truck mounted drill rig. Any snow removal or site access issues due to soft /wet ground conditions will be the responsibility of the City of Rosemount, including plowing a path to boring locations and towing the drill rig if necessary, McGhie & Betts, and its subcontractors, shall not be held responsible for damage that occurs from normal drilling methods and site access. It is our understanding that WSB & Associates will complete the boring layout and elevating before drilling commences. There were several locations that were reviewed and the pros and cons of each were talked about. There was a request that came out of the discussion to check with those who run tennis tournaments to see how adding courts would impact their abilities to run more tournaments. Staff contacted representatives from RAAA tennis, RHS tennis and USTA to get input on the potential of new courts. Listed below are the responses that staff received from the parties that were contacted. Mike Hatlen, RAAA Tennis - RAAA runs two tournaments per year. They offer one the second weekend in June and one the third weekend in July. They invite players from the 5 state area and generally get 120 - 130 players. They use 16 courts, 8 at RHS and 8 at Eastview. None of these courts have lights so they run these tournaments from 11am on Friday thru 8pm on Sunday. Mike mentioned they do turn down players due to tournament capacities. RAAA Tennis would be for building more courts in Rosemount. Mike Goldammer, Executive Director - USTA Northern - Per our discussion and your request, I wanted to send you some of my thoughts as the Executive Director of USTA Northern regarding your thoughts and potential interest in building additional courts in Rosemount, MN. The focus of the tennis industry over the course of the past decade has been on centralization of tennis courts and facilities within a community. Back in the-1960's and 1970's, decentralization was the focus. Spreading facilities across a community so people had access within walking distance to healthy choices was important. Organized programming wasn't what it is today. People just played. On paper, this direction makes a lot of sense. However, the world has changed. Programming is now a mainstay and primary deliverer of sports, recreation and activity. With that, it's more important than ever that facilities (regardless of the sport or activity) are centralized. Very few communities in the Twin Cities metro have a significant number of tennis courts in close proximity (with a short drive or walking distance). With the large number of events, tournaments and programming taking place now that deals with large numbers of participants, we are searching for communities /venues who can handle the numbers. If Rosemount were to have 8 courts at the high school, 4 courts at Charlie's Park and another 4 -8 courts at Erickson Park, they would be in a position to host large scale events and tournaments that most other communities cannot. In current form, Rosemount hosts two junior sanctioned tournaments during the summer. Around 100 kids participate in each tournament. Due to the large numbers, half of the tournaments must be played in Apple Valley (Eastview HS). Not only does this create an environment less than ideal for the participants, many of the players spend their money outside the community (food, snacks, gas, hotel, etc.). Keeping everyone within three blocks of each other creates energy, excitement, convenience and their $$$ stays local! More courts equals more opportunities for larger numbers and more $$$ spent in town! We are in need of venues to run Area and Section Championship events for Junior Team Tennis, Adult Leagues and Jr. and Adult Sanctioned Tournaments. We require a minimum of 12 courts to run the events, 16 -18 to really make things run effectively. In most cases, we must spread these events across a 10 mile radius. With these additional courts, you could run a successful event without travel distance being an issue. These events bring in several hundreds participants. Again, the economic impact for the community would be huge. Imagine what the middle school and high school tennis teams could host with the additional courts. Some schools offer invitational tournaments; bringing in 6 -10 teams on a weekend to play. These opportunities could take place in Rosemount! As far as location, Erickson Park would be ideal. It's close enough to Charlie's and the HS so people could walk. It's set lower and around trees where wind becomes less of an issue (and tennis is one sport where wind creates major disadvantages and player frustration more than most). It's also a location where lights could be installed with minimal disruption to the residents. If additional courts were to be built at the high school, you would be in a position to lose field space (full size) and have to replace it elsewhere. It also doesn't solve the wind and shade issues. If you built the courts across town, the opportunities to host large events shrinks. I'm a big believer in centralization for all facilities. Look at the most successful communities in sports. They have a number of common traits. Two of them are centralization of facilities and the other is a large number of program /event offerings. I believe these two things go hand -in -hand. The more opportunities available, the more the community rallies around them. Rosemount already has a strong group of tennis advocates. Building additional courts at Erickson will only strengthen their efforts. Dana Beck, Rosemount High School Tennis Coach - I wanted to let you know that I have talked with Mike Manning about the proposal for the additional tennis courts in Rosemount. The City originally proposed that the new courts be built at Erickson Park. Mr. Manning has proposed that instead, the city build 4 new tennis courts, with lights, adjacent to the high school courts we currently have, instead of at Erickson Park. I think this would be an amazing opportunity for not only Rosemount High School and Rosemount Middle School tennis programs, but also for the Rosemount community to have a central location with a vast amount of courts. Even better, players, families and community members would have access to them after dark. I know the nearest courts with lights are in Apple Valley and there is always a wait to try and play on them. I know because I have waited many a night to get on those valuable courts :) More courts in a central location would benefit the Boys Tennis Booster Tournaments, make it more accessible to host Rosemount High School tennis tournaments, as well as community events such as the Tennis Block Party. This would also tremendously benefit the RAAA Traveling Tennis Program and get more kids playing in the City of Rosemount. This would also add electricity to the existing site, which would mean we could have more accessibility to using equipment such as tennis ball machines etc, which has always been an item of discussion at the Tennis Booster Club meetings, that we could never afford to do on our own. TPA -5792 Erickson Park Tennis Rosemount, MN 1 -16 -13 We have completed our review of the information submitted to us recently for the above referenced project and offer the following: 1. The project consists of the construction of eight 78 foot tennis courts at a local park. 2. Industry standard recommended overrun distances from doubles sidelines to the fence is 12 feet, between courts 24 feet (12 feet minimum) and from the baseline to the fence 21 feet. 3. For a park setting, we recommend the courts be developed in two court batteries as shown, but to separate the court batteries to provide better player access to each court and improve spectator opportunities. Areas should be developed for player congregation, socializing and waiting prior to playing on the courts. 4. The two court batteries should be provided player gates between courts and possibly at the net lines, depending on the layout of the spectator areas and other support facilities. 5. The development should include storage areas to support the facilities tennis programming. 6. The facility access should be constructed to ensure access for wheelchair tennis players. 7. We recommend this project include the development of either stand -alone 36 foot and 60 foot tennis courts, or at least provide blended playing lines on the 78 foot courts for youth tennis programming. I will share the results during updates at the end. Thanks! Regards Kim SC Mike Goldammer, Director of USTA Northern, and I met with the RHS tennis boosters yesterday evening. Mike gave a brief background of his work with USTA Northern and personal experiences in dealing with community tennis programming and infrastructure. He also reviewed the overall goals and focus of the USTA in regards to best practices as it relates to appropriate tennis infrastructure and programming (centralization, programming, events, amenities, access, development, openness to all levels, ages, classes, etc.). Afterward, I shared a brief history of the growth of amenities in our community, the challenges, and the philosophy behind development. I shared the following guidelines from the USTA manual, Tennis Courts, A Construction and Maintenance Manual, 2012. When building the ideal tennis environment: 1. Green space, shade and good viewing should be provided around the court (this is a challenge at RHS). 2. Landscaping is needed for good background for play, screen distractions, to block wind and provide privacy. Along with a source of water, shade shelters are important to player safety, to wait for courts, to watch play, and to rest between sets (this would be difficult to do at RHS). 3. Access to courts, as well as patio areas should be considered when developing amenities (RHS is not easily accessible, either for disabled players, the elderly, or anyone needing special access). 4. There should be little distracting activity and minimal undesirable noises. Players need to be able to see and hear the ball come off their own strings and the strings of their opponents. Players leaving the courts to retrieve balls should not be at risk from hazard (RHS site is noisy from nearby sports activities, marching band and traffic ... balls frequently roll downhill into the busy school street). Some comments from the audience included questions on the pros and cons of developing courts next to the existing high school courts versus at Erickson field, cost of renting city facilities and rationale for fees, and process. Mike Hatlen and another dad were very proactive for building courts next to the high school, because they believe that it would build and support the high school programs, RAAA in -house programs, and youth tournaments. Both may come into a work session to advocate for this position. Mike Hatlen shared that he had met with Mike Manning and had done some mock up layouts for the high school location. Mike Hatlen would like to see a set -up similar to Eastview. Some participants recognized the obvious beauty, functionality, and advantages of courts built like the Northview complex behind Eagan High School. A student player advocated for Erickson because of these reasons. Most agreed that to get four lit courts was the most important goal. Additional concerns include fee structure for city facilities and access for high school events when the conditions at the existing courts are too windy. One participant declared that facilities should be free to residents since tax payers had funded the improvements. One parent wanted to know if an agreement could be reached between the school district and city in regards to access to new courts and cost. I shared that I did not know for sure that courts next to the high school would not be subject to fees, since they were aware that there were fees associated with renting Charlie's Park. Mike Hatlen said he uses the Eastview courts because the school district lets him use them for free. Mike Hatlen and the other dad offered ideas about ADA accessibility at the high school and felt that any obstacles with this site could be overcome. The booster club was appreciative for the time and efforts of the USTA and the city in developing amenities in the community. The final thoughts were to get the courts built and continue to dialogue with the school regarding another possible four courts at the high school and conversion of the baseball diamond into a green field.
