PLANNING COMMISSION WORK SESSION MEETING MINUTES FEBRUARY 26, 2013 PAGE 1 Call to Order: Pursuant to due call and notice thereof, the Work Session of the Planning Commission was held on Tuesday, February 26, 2013. Chairperson Powell called the meeting to order at 8:20p.m. with Commissioners Miller, Husain and Weber present. Commissioner DiNella was absent. Also in attendance were Senior Planner Zweber, Planner Lindahl, Project Engineer Olson and Recording Secretary Hanson. Discussion: a. Adult Use Ordinance Text Amendment (13- 10 -TA). Senior Planner Zweber stated that with the construction of an interchange along US Highway 52 in Cannon Falls, an adult use will be removed to acquire the additional right -of -way needed for the interchange. An appraiser working for the Minnesota Department of Transportation (MnDOT) called Planning Staff to inquire on other communities' ordinances regarding adult uses to determine the relocation value of the property. When staff reviewed our ordinance, staff discovered that there are some discrepancies and plan on reviewing the regulations over the next few months to determine any necessary revisions. Mr. Zweber reviewed the discrepancies and asked the Commission's input on revisions. Commissioner Miller asked if there was a map available that showed the applicable zoning districts. Mr. Zweber stated that staff will provide a map at the meeting in March for the Commissioners to review before having it published for a public hearing. Commissioner Miller stressed the importance of looking at the public safety issue of having an adult use establishment in the community. Chairperson Powell asked which surrounding communities have adult use establishments and Mr. Zweber stated that the site in Cannon Falls is moving, the site in Coates is closed, and there is a dance club in Inver Grove Heights. b. Future Meeting Schedules. Senior Planner Zweber reviewed the Commissioners the items for discussion in April and a proposed training session for new or reappointed Commissioners and whether or not there should be one long meeting on the 4th Tuesday or two shorter meetings within the month of April. It was decided to hold two separate meetings in April provided the City Attorney will be available to attend on Tuesday, April 9th.
