Minutes of the March 19, 2013 Special Work Session ProceedingsROSEMOUNT CITY COUNCIL SPECIAL WORK SESSION PROCEEDINGS MARCH 19, 2013 CALL TO ORDER Pursuant to due call and notice thereof a special work session meeting of the Rosemount City Council was held on Tuesday, March 19, 2013, at 9:25p.m. in the Conference Rooms at City Hall, 2875 145' Street West, Rosemount. Mayor Droste called the meeting to order with Council Members Weisensel, DeBettignies, Shoe - Corrigan and Demuth attending. Staff members present included City Administrator Johnson, Community Development Director Lindquist, Parks and Recreation Director Schultz and Recording Secretary Hanson. DISCUSSION a. Senior Housing Development Discussion Community Development Director Lindquist provided an overview of the two firms that have expressed interest in moving forward with the senior housing project, Frisbie Architects and Stonebridge Companies. City Administrator Johnson suggested that under the current circumstances, it is probably better to proceed with Stonebridge due to their familiarity with Rosemount's market. Council members generally agreed to proceed with Stonebridge. Council member Shoe - Corrigan expressed her appreciation with the professionalism of Stonebridge Companies on the Waterford project. Ms. Lindquist added that the relationship created with Stonebridge on the previous project is important in creating the confidence to proceed on another project with them. Ms. Lindquist stated staff will meet with Stonebridge to discuss the City's expectations and ask them to submit new diagrams. The item will possibly come to the Council at a meeting next month with a letter of intent. b. Athletic Fields at Flint Hills Parks and Recreation Director Schultz provided an overview of the status of athletic fields on the Flint Hills property and explained alternatives on how to proceed with the project with respect to soil borings obtained from the site. He stated the options include moving better quality soil from the north side to the south side, install artificial turf, or install drain tiles on the fields. Mr. Schulz stated that additional work would put the project over budget unless the installation of the parking lot was delayed. Council directed staff to further investigate moving soil from the north side of the lot and postponing the installation of the parking lot. ADJOURNMENT There being no further business to come before the City Council and upon a Motion by Mayor Droste to adjourn, the meeting was adjourned at 10:20p.m. Respectfully Submitted, Kathie Hanson, Recording Secretary
