ISSUE On May 15, 2012 the Rosemount City Council authorized the preparation of plans and specifications for the TH 3 Underpass, City Project 443. at this time, the plans and specifications are complete and copies are on file in the Engineering Department. BACKGROUND The project includes the construction of a 124 foot long pedestrian underpass under TH 3, approximately 360 feet north of 142 °d Street. This location will connect the Rosemount High School property with the GlenRose of Rosemount multi- family neighborhood. Associated items needed to complete this project include: • Construction of approximately 100 linear feet of 5 -foot wide sidewalk access in GlenRose • Construction of approximately 800 feet of trail along the west side of TH 3 • Relocation of watermain on west side of TH 3 and storm sewer on the east side of TH 3 • Relocation of private utilities (fiber optic, telephone, gas) The pedestrian underpass will be 14 feet wide by 10 feet tall. In comparison, the Connemara Trail pedestrian underpass is 12 feet wide by 10 feet tall. No lighting is included in with this plan based on the relatively short length of the underpass and that pedestrians will be able to see each end of the underpass. Permanent trail /sidewalk easements and temporary construction easements for this project have been dedicated by Independent School District 196 (ISD 196) and the GlenRose development. These easements are currently being recorded at Dakota County. G: \ENGPROJ \443 \Council Items\20130402 CC Receive Plans & Specs Ratify Ad for Bid.docx SCHEDULE Construction is scheduled to begin June 10, 2013 and be complete by August 31, 2013. Construction was initially planned to begin May 20, 2013 but was rescheduled at the request of ISD 196 to accommodate school traffic on TH 3. During construction, traffic will be shifted several times to allow the roadway to be excavated and the underpass installed. Updates regarding the scheduling of these traffic shifts will be included on the project webpage. FUNDING This project is to be funded through the City's Municipal State Aid Fund. State Aid and Mn /DOT are currently finalizing their review of the plans. SUMMARY Staff recommends Council receive the plans and specifications and ratify the advertising for bids for the TH 3 Underpass, City Project 443. 2 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2013 - A RESOLUTION RECEIVING THE PLANS AND SPECIFICATIONS AND RATIFYING THE ADVERTISEMENT FOR BIDS FOR TH 3 UNDERPASS, CITY PROJECT 443 WHEREAS, the City Council of the City of Rosemount has ordered the preparation of plans and specifications for the TH 3 Underpass, City Project 443, and such plans and specifications have been presented to this Council for approval: NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota: 1. Such plans and specifications are hereby approved and ordered placed on file in the office of the City Clerk. 2. The City Clerk has prepared and caused to be inserted in the official City newspaper and the Finance and Commerce an advertisement for bids upon the making of such improvements under such approved plans and specifications for City Project 443. 3. The advertisement has been published in each of said publications at least once not less than three (3) weeks before the date set for opening bids, specified the work to be done, stated the bids would be publicly opened on April 26, 2013 at 10:00 a.m. at the Rosemount City Hall in said City, and that no bids would be considered unless sealed and filed with the City Clerk and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the City Clerk for five (5 %) percent of the amount of such bid. 4. Such advertisement for bids is hereby ratified by the Council. ADOPTED this 4`' day of April, 2013. William H.
