Well Sealing Requirements UpdateSEMOUNTEXECUTIVE SUMMARY CITY COUNCIL Utility Commission Meeting: April 8, 2013 ISSUE As discussed at the March 11, 2013 Utility Commission meeting, City staff has been notified by Dakota County staff that we do not have proper well sealing records on file with Dakota County or the Minnesota Department of Health for several of our former wells. BACKGROUND In response to the notice from Dakota County, staff has conducted a thorough search of old files. Although we were not able to locate any documentation to verify with certainty that the wells have been sealed, we were able to develop the attached timeline to help support the belief that they have, indeed been sealed. Wells 1 and 2 Wells 1 and 2 are believed to be located at the old City Hall location on TH 3 where Shenanigan's Pub and Terry's Hardware are currently located. The well sealing records on file with the Department of Health for Wells 1 and 2 appear to be incorrectly tied to two private wells located further north on TH 3 near the current Harmony development. Therefore, it is our belief that no sealing records exist for Wells 1 and 2, even though they were likely capped in May or June 1977 (according to the timeline). Wells 4 and 5 Based on information published in the May 1982 Utility Commission minutes, staff believes Keys Well Drilling was responsible for sealing Wells 4 and 5 in Chippendale Park sometime prior to May 1982. Staff is awaiting a response from Keys Well Drilling to find out if they have sealing records on file for that action. G: LMUTY CONMSSIOMUC Information \20130408 UC Well Sealing requirements.docx SUMMARY Staff will explore grant funding opportunities that maybe available to help with the cost of further investigating the status of these wells and potentially sealing the wells in accordance with current requirements, if necessary. As previously presented, the estimated cost to investigate and seal these former wells may range from $30,000 to $60,000 per each well. Recent information from the city of Eagan indicates they are proposing to spend approximately $60,000 to seal two deep 12" diameter wells. Half of their cost will be covered by a Minnesota Department of Health grant. At this time, staff is bringing this to the Utility Commission for discussion only. If grant funding becomes available to further investigate this issue, further discussion and direction from the Commission will be requested at that time. 2 Well Sealing Timeline December 1973 Authorize Don Brown to make the necessary conversion to the well house in Chippendale Park to provide a warming house, contingent upon State Health Department approval. October 1975 Quotes received for removal of 75,000 gallon water tank. Motion to award the quote to Master Tank in the amount of $4,500 May 1977 Don Brown reported that Layne Minnesota has removed most of the equipment from Wells 1 and 2 and will finish the job after the buildings have been removed. June 1977 Don Brown reported that Wells 1 and 2 have been sealed and covered up. April 1981 Don Brown was directed to cause Well 4 to be abandoned and closed. The Well 4 well house is to be offered to Park & Rec for use as a warming house and storage. June 1981 Don Brown reported that the cost of abandoning the wells in Chippendale Park could be as much as $5,000 due to recent restrictions on abandoning wells. Advise Park & Rec that their use will be delayed until the well can be abandoned. July 1981 Don Brown presented quotes for sealing Wells 4 and 5. Motion to accept quote from Keys Well Drilling October 1981 Don Brown advised that the well company encountered an obstruction in the well casing. Additional charges will be necessary if they are to abandon the well according to State requirements. State advised that the procedures will have to be completed. Motion to authorize additional work required to abandon Well 4. December 1981 Don Brown update - the State has not responded yet, but all indications are that the full procedure will be dictated by the State. February 1982 Council reviewed Park & Rec request to spend 1982 CIP funds for a roof on the well house in Chippendale Park. See Clerks File 1982 -16. Motion to approve expenditure. May 1982 Don Brown reported that well house is ready to be transferred to Park & Rec. Well has been abandoned and all other concerns have been addressed.
