Update Items1'OSEM0Ul r 1 EXECUTIVE SUMMARY CITY COUNCIL City Council Work Session Meeting: April 10, 2013 AGENDA ITEM: Update Items AGENDA SECTION: PREPARED BY: Dwight Johnson, City Administrator AGENDA NO. ATTACHMENTS: budget calendar; Shenanigan's event APPROVED BY: RECOMMENDED ACTION: Discussion only. 3A. Neighborhood Street Light Request. We had a resident request consideration of street lights in the Carrollton Addition earlier this year during one of the public information meetings on the street improvement project. Further review by staff shows that to meet normal City standards in the neighborhood, six new street lights would be needed and one existing light moved. The estimated cost is $60,000. The City has no program or funding to install new street lights; they are all established when development occurs. We advised the resident that the project could be done through special assessment at a cost of about $1,000 per lot. The resident decided to drop the request at this time. 3 B. 42/52 project. There has been some discussion about whether or not moving ahead with a partial project at this time might delay the time for when the whole $45 million project could be accomplished. There is no way to objectively know, but my past experience indicates that we should move ahead with what we can get now and continue to lobby for the remainder of the funds. 3 C. Groundwater. Andy Brotzler will report on several meetings he has attended as well as the meeting he called of area cities to discuss the recent reports about a projected decline in groundwater levels by the year 2030. 3 D. Budget calendar. The Council should consider the attached budget calendar. One change to consider might be the June 12`'' work session and possibly move it up to June 6`'' since council member Shoe - Corrigan will be absent on June 12`'' and this will be our first and possibly most important meeting on the 2014 budget. 3 E. Shenanigan's proposed outdoor event. Shenanigan's is interested in holding an outdoor music event just west of their building on land that they own on the Friday and Saturday night of Leprechaun Days. Staff has questions and concerns about parking and impacts on adjacent homes. A sketch of the proposed setup for the event is attached. 2014 BUDGET CALENDAR January 25th — Council Goal Setting — Discuss expectations for 2014 budget process January 26th — Council Goal Setting — Continuation from January 25th meeting March 20th — Begin setting up budget worksheets March 20th — Begin working on salary & benefit projections March 26th — Give staff worksheets to complete first draft April 10th — City Council Work Session — Discuss budget calendar April 30th — First draft due to Finance Director May 10th — Compile 1St draft of budget in total May 13th — May 24th — Meet with staff and make adjustments to 1St draft June 1 st — City Council sees draft copy of budget June 12th — City Council Work Session discussion on budget June 13th — July 31St — Make any changes to draft budget August 14th — City Council Work Session — Last chance before preliminary levy September 3`d — City Council Meeting — Approve preliminary levy September 13th — Certify preliminary levy & hearing dates to County before 9/15 November 13th— City Council Work Session — Final preparations for Budget Hearing December 3`d — City Council Meeting / Budget Hearing - Approve budgets and levies December 23`d — Certify final levy to County between 12/20 & 12/31 December 23 `d — Mail required reports to State PROPERTY ID NUMBER: 34- 03700 - 052-61 FEE OWNER: MC -HERMS LLC COMMON NAME: SHENANIGAN'S PUB PARKING 14605 ROBERT TRL S ROSEMOUNT MN 55068 -3110 PAYABLE 2010 TAXES NET TAX: 4,418.48 SPECIAL ASSESSMENTS: 0.00 TOTAL TAX & SA: 4,418.48 PAYABLE 2011 ASMNT USAGE:COMMERCIAL NOTE: Dimensions rounded to nearest foot Copyright 2013, Dakota County - SITE MAP 2010 ESTIMATED MARKET VALUES (PAYABLE 2011) LAND: 112,700 LOT SIZE (EXCLUDES BUILDING: 16,900 ROAD EASEMENTS) TOTAL: 129,600 18,786 SO FT SCHOOL DISTRICT: 196 0.43 ACRES LOCATION: NE1 /4 SW1 /4 SECTION 29- 115 -19 PAYABLE 2011 HOMESTEAD STATUS: NON HOMESTEAD WATERSHED DISTRICT: VERMILLION RIVER LAST QUALIFIED SALE: DATE: AMOUNT: This drawing is neither a legally recorded map nor a survey and is not intended to be used as one, This drawing is a compilation of records, information and data located in various city, county, and state offices and other sources, affecting the area shown, and is to be used for reference purposes only.
