WORK SESSION PROCEEDINGS
FEBRUARY 13, 2014
CALL TO ORDER
Pursuant to due call and notice thereof a regular work session of the Rosemount City Council was
held on Wednesday, February 13, 2013 at 6:30 p.m. in the Conference Room at City Hall, 2875 145'
Street West, Rosemount.
Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe - Corrigan,
Weisensel and Demuth attending. Staff present included City Administrator Johnson, City Clerk
Domeier, Fire Chief Aker, Finance Director May, Assistant City Administrator Foster, Community
Development Director Lindquist and Director of Parks and Recreation Schultz.
DISCUSSION
2.A. Fire Department Compensation
City Administrator Johnson provided a summary of the staff report. Discussion was held about the
medical leaves, personal leaves and retirement payouts. Mr. Johnson explained the comparison to
other cities of firefighter pay and retirement over 20 years that was provided in the packet. Fire
Chief Aker talked about the goal of retaining fire fighters to meet their goal to have 50 fire fighters
total.
Mayor Droste asked Mr. Aker to name the three biggest issues within the fire department. Mr. Aker
stated the two biggest issues would be staffing (such as consideration of duty crews) and
compensation. Mr. Johnson talked about moving to duty crews and a full -time fire chief in the
future. Discussion was held about the benefit amount and pay per call /hour compared to
neighboring cities and cities of similar sizes. The City Council requested more data including long
range planning for 5 -10 years, budget impacts for projected staffing changes, and other comparison
data. Mr. Aker provided history on Rosemount's pay per call, pay per hour and benefit adjustments.
Staff will report back to the City Council at the March work session. The City Council also
requested to meet with the Fire Relief Board.
2.13. Erickson Park Shelter Improvements
Director of Parks and Recreation Schultz provided a summary of the staff report. Council Member
Shoe - Corrigan preferred to spend more money on the trash cans and the concrete in place of the
brick. Council Member Weisensel stated that the shelter could just be painted. He also suggested
adding some netting to stop the foul balls. Mr. Schultz anticipated that the upgrades would take
place in the fall.
UPDATES
3.A. Schedule Commissioner Interviews
City Clerk Domeier provided an update on the number of applications received. Interviews will be
held Monday, March 4 at 5:30 p.m. and Tuesday, March 5 at 6 p.m. Ms. Domeier will email
additional information to the City Council about process and questions for the applicants.
3.13. Senior Housing Update
Community Development Director Lindquist stated that she will be meeting with Wally Johnson of
Stonebridge Properties next week.

3.C. Resilient Community Application Update
Community Development Director Lindquist provided an update of the application status. She
stated that the City goals need to be aligned with the application. Discussion was held regarding
some changes proposed by the City Council.
3.D. City Council Goals Update
The City Council preferred staff's version of the goals. Discussion was held about the proposed
goals. The City Council will send their proposed edits to City Administrator Johnson by February
14.
3.E. Updates from City Council members and staff
Community Development Director Lindquist stated that because of the indoor seating, Panini
restaurant will be assessed for the Metro SAC fees. The charge is regulated and determined by the
Met Council. She also provided an update on the proposed options at the RAAK property. The
current proposal submitted includes a housing project, gas station and pharmacy. The City Council
showed interest in the plan as proposed.
Parks and Recreation Director Schultz provided an update on future planning for the Veteran's
Memorial Walk.
Council Member Shoe - Corrigan provided an update on the tennis booster club meeting.
Council Member Demuth provided an update on the Leprechaun Days planning committee
meeting.
Mayor Droste provided updates on the recent DCR Chamber meeting, One Rosemount meeting
and the status of businesses located in the Business Park.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by DeBettignies, the meeting was adjourned at 10:00 p.m.
