WORK SESSION PROCEEDINGS
APRIL 10, 2013
CALL TO ORDER
Pursuant to due call and notice thereof a regular work session of the Rosemount City Council was
held on Wednesday, April 10, 2013 at 6:30 p.m. in the Conference Room at City Hall, 2875 1451h
Street West, Rosemount.
Mayor Droste called the meeting to order with Council Member DeBettignies, Shoe - Corrigan and
Demuth attending. Council Member Weisensel was absent. Staff members present included City
Administrator Johnson, Director of Public Works /City Engineer Brotzler, Director of Parks and
Recreation Schultz, Community Development Director Lindquist and City Clerk Domeier.
DISCUSSION
2.A. Best Management Practices for Stormwater
Director of Public Works /City Engineer Brotzler provided a summary of the staff report. Bob
Barth, Senior Project Manager with WSB & Associates, Inc. provided a presentation on stormwater
best management practices, the settings in which those practices get used, and the water quality and
flood control benefits these practices provide. Discussion was held regarding dry ponds located in
Rosemount. Discussion was also held regarding stormwater practices at the athletic fields.
2.13. Splash Pad
Director of Parks and Recreation Schultz provided a summary of the Parks Commission discussion
as provided in the staff report. He also provided picture examples of other splash pads located in
the area. The Council agreed with the staff recommendation to narrow the choice of sites to Central
Park and Schwarz Pond Park. Discussion was held regarding the pros and cons of using each site.
The City Council requested a comparison cost analysis and concept plans for both parks.
UPDATES
3.A. Neighborhood Street Light Request
Director of Public Works /City Engineer Brotzler provided a summary of the information in the
staff memo. Discussion was held about the potential to upgrade to LED street lights.
3.13. 42/52
Director of Public Works /City Engineer Brotzler provided an update on the alternate proposals for
moving ahead with improvements at the Highway 42/52 interchange.
3.C. Groundwater Update
Director of Public Works /City Engineer Brotzler provided the update noting that information has
been provided in the Utility Commission packets. He also provided updates on the recent meetings
he has attended on the topic. Discussion was also held regarding the water usage at Flint Hills.
Community Development Director provided information about a petition received from Myron
Napper. She will provide a copy of the petition to the City Council.
3.13. Budget Calendar
City Administrator Johnson suggested a change in the budget calendar for the City Council to view
the budget on June 6 instead of June 12. City Council supported the calendar as proposed with the
rescheduled June work session date.

3.E. Shenanigans Request
City Clerk Domeier provided information on the proposed request. City Council agreed with the
staff that permission from Ace Hardware and the Rosemount Plaza for use of the parking lots
would be needed before moving forward.
3.F. Updates from City Council and Staff
Community Development Director Lindquist provided an update on the senior housing project.
She shared a draft concept plan received from Stonebridge. The City Council supported the
drawing but requested that Stonebridge consider the sight lines in the design process and the setback
from Highway 3.
Director of Parks and Recreation Schultz stated the open house for the Banquet Hall is April 11.
Discussion was held regarding upcoming meetings and conferences.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by Demuth, the meeting was adjourned at 9:58 p.m.
