REGULAR MEETING PROCEEDINGS
APRIL 16, 2013
CALL TO ORDER
Pursuant to due call and notice thereof a Regular Meeting of the Rosemount City Council was held
on Tuesday, April 16, 2013 at 7:30 p.m. in the Council Chambers at City Hall, 2875 1451h Street
West, Rosemount.
Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe - Corrigan,
Weisensel and Demuth attending. Staff present included City Administrator Johnson, City Clerk
Domeier, Communications Coordinator Cox, City Attorney LeFevere, Director of Parks and
Recreation Schultz, Assistant City Engineer Olson, Police Chief Werner and Senior Planner Zweber.
The Pledge of Allegiance was said.
ADDITIONS OR CORRECTIONS TO AGENDA
City Administrator Johnson stated that per the request of the applicant, Consent Agenda items 6.g
and 6.1 will be removed from the Agenda. The Public Hearing for item 7.b. should be continued to
May 7, 2013.
Motion by Droste. Second by DeBettignies.
Motion to Adopt the Agenda with changes.
Ayes: 5
Nays: 0. Motion carried.
PRESENTATIONS, PROCLAMATIONS AND ACKNOWLEDGMENTS
3.a. Volunteer recognition
The City Council recognized local volunteers with certificates of appreciation.
3.b. Arbor Day Proclamation
Director of Parks and Recreation Schultz summarized the information provided in the staff report.
He requested that the City Council approve a proclamation naming May 4, 2013 as Arbor Day.
Motion by DeBettignies. Second by Weisensel.
Motion to approve the attached Proclamation naming May 4, 2013 as Arbor Day.
Ayes: DeBettignies, Shoe - Corrigan, Droste, Weisensel, Demuth
Nays: None. Motion carried.

Senior Planner Zweber summarized the information provided in the staff report.
Mayor Droste opened the Public Hearing. There was no public comment.
Motion by Droste. Second by DeBettignies.
Motion to close the Public Hearing.
Ayes: 5
Nays: 0. Motion carried.
Motion by Shoe - Corrigan. Second by Weisensel.
Motion to adopt a Resolution approving the Vacation of the Drainage and Utility
Easements over Oudot D, Prestwick Place 3rd Addition.
Ayes: Droste, Weisensel, Demuth, DeBettignies, Shoe - Corrigan
Nays: None. Motion carried. (Resolution 2013 -38)

7.b. Request by D.R. Horton, Inc. for the Drainage and Utility Easement within Outlot A,
Prestwick Place 5t" Addition and Outlot A, Prestwick Place 6t" Addition, Case 13 -14 -VAC
Senior Planner Zweber summarized the information provided in the staff report. The applicant has
requested that the application be continued to May 7, 2013.
Mayor Droste opened the Public Hearing. There was no public comment.
Motion by DeBettignies. Second by Demuth.
Motion to continue the Public Hearing to May 7, 2013
Ayes: 5
Nays: 0. Motion carried.
ANNOUNCEMENTS
Mayor Droste reviewed the calendar of events. The next City Council meeting will be held on May
7, 2013.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by DeBettignies, the meeting was unanimously adjourned at 8:08 p.m.
