RECOMMENDED ACTION: Motion to Adopt a Resolution Expanding the City of
Rosemount Designated Bicycle Route Network.
SUMMARY
Staff requests the City Council authorize expansion of the City's existing bicycle route network. This
request is consistent with the City Council's goal to become a more sustainable community by increasing
existing community transportation and transit connections. Designation and signing bicycle routes is
important because it can help cyclists of all levels navigate to destinations throughout the community and
connect to mass transit.
BACKGROUND
On November 1, 2010, the City Council formally accepted the Pedestrian and Bicycle Master Plan which
identified potential bicycle routes and treatments throughout the community. In late 2010, staff sought
and received State Health Improvement (SHIP) grants to implement this plan. Those funds were
originally allocated for downtown pedestrian wayfrnding signs. Favorable bids for that project resulted in
excess funds. As a result, the City requested and Dakota County approved reallocating the excess SHIP
grant funds for bicycle route signage.
In September of 2011, the City Council designated seven initial bicycle routes and directed staff to identify
these routes using BIKE ROUTE signs. The excess SHIP funds were enough to purchase more bike
route signs then necessary for the initial routes. As a result staff recommends using the remaining signs to
fill gaps in the City's existing bicycle network (see attached map).
RECOMMENATION
Staff recommends approval of a resolution expanding the City's designated bicycle route network as
illustrated on the attached map. This recommendation is consistent with the City Council's goal to
become a more sustainable community by increasing existing community transportation and transit
connections.

A RESOLUTION EXPANDING THE CITY OF ROSEMOUNT
DESIGNATED BICYCLE ROUTE NEXTWORK
WHEREAS, the City of Rosemount applied for and received a grant in December, 2009, in the
amount of $25,000 from the Minnesota State Health Improvement Program (SHIP) through the
Dakota County Active Living Partnership and the Dakota County Public Health Department to
develop a pedestrian and bicycle master plan to support the community's active living vision; and
WHEREAS, on November 1, 2010, the City of Rosemount accepted the Rosemount Pedestrian
and Bicycle Master Plan dated October 28, 2010; and
WHEREAS, on July 1, 2010, the City of Rosemount was awarded additional SHIP grant funds
to implement the Pedestrian and Bicycle Master Plan; and
WHEREAS, favorable bids for those initial projects resulted in extra funds from that grant and
Dakota County approved the use of these extra funds to purchase bicycle route signage; and
WHEREAS, on September 20, 2011, the City of Rosemount City Council reviewed and
approve the initial route listed below; and

WHEREAS, the excess SHIP funds were enough to purchase more bike route signs then
necessary to identify the initial routes listed above; and
WHEREAS staff recommends using the remaining signs to fill gaps in the City's existing bicycle
route network as illustrated on the attached map titled Potential Identification Signs (Attachment
One).
RESOLUTION 2013-
NOW, THEREFORE, BE IT RESOLVED, the Council of the City of Rosemount hereby
approves expanding the City of Rosemount designated bicycle route network as illustrated on
Attachment One:
ADOPTED this 7th day of May, 2013, by the City Council of the City of Rosemount.
