ISSUE
The design work for the green fields to be built on the property donated to the City by Flint Hills
Resources continues to move forward. Staff were recently contacted by Flint Hills Resources and Dakota
Aggregates LLC (Cemstone Products Company and Ames Construction Inc.) who are both interested in
making in -kind donations to the project. Flint Hills Resources has offered to donate the oil needed to
make the asphalt for the trails and parking lot within the project. The cost savings for the approximately 90
tons of oil would be about $54,000 based on an estimate provided to the City by a representative from
Pine Bend Paving.
Dakota Aggregates has offered to donate approximately $274,000 worth of in -kind services and materials
towards the project. Included in the packet is a list of the in -kind services and materials they are proposing
to provide. The majority of the donation will cover the mass grading of the site, sand and class 5.
Due to the proposed cost savings that the donations should provide, staff is recommending that we
consider trying to pave the parking lot and install the trails later this year. The project costs including the
parking lot and trails is estimated at $1,070,567. With the donations that have been offered to the City, the
project cost estimate would be reduced to $742,567. The current Capital Improvement Program has
$800,000 allocated for this project.
