BACKGROUND:
On Friday, April 26, 2013, four bids were received for the Trunk Highway (TH) 3 Underpass Project and
read aloud publicly. The low bidder is Minnesota Dirt Works, Inc. who submitted a base bid in the
amount of $745,894.17. The low base bid amount of $745,894.17 is 13.5% lower than the estimated
construction cost of $862,152.70.
The TH 3 Underpass project includes the construction of a 124 foot long pedestrian underpass under TH
3, approximately 360 feet north of 142nd Street, which will connect the Rosemount High School property
to the G1enRose of Rosemount neighborhood and nearby Erickson Park.
To clarify from previous Council discussions, lighting is included with this plan. Additional electrical work
and lighting specifications have been added to the contract as part of Work Order 1. This work order
results in a net increase of $3,539.25 (0.5 % of the original contract amount) for a revised contract amount
of $749,443.42. Work Order 1 has been approved by MnDOT Estimating.
Construction is anticipated to begin June 10, 2013. The start date is based on coordination with the school
district and their request to begin construction after graduation. The project will be substantially complete
by August 31, 2013.
During construction, the roadway will be excavated to install the underpass. This will require traffic to be
shifted from one side of the road to the other depending on the location of the excavation. Additionally,
dim lanes will be transitioned to the shoulders and the center turn lane will be removed.
SUMMARY:
Staff recommends that Council adopt the attached resolution receiving the bids and awarding the contract
for the TH 3 Underpass Project, City Project 443 and approve Work Order 1 for the TH 3 Underpass
Project, City Project 443.

Bids were received for the above - referenced project on Friday, April 26, 2013, and were opened and
read aloud. Four bids were received. The bids were checked for mathematical accuracy and
tabulated. Please find enclosed the bid tabulation indicating the low bid as submitted by Minnesota
Dirt Works, Inc., Burnsville, MN, in the amount of $745,894.17. The Engineer's Estimate was
$862,152.70.
We recommend that the City Council consider these bids and award a contract in the amount of
$745,894.17 to Minnesota Dirt Works, Inc. based on the results of the bids received.

After field observations of the existing conditions for connecting the proposed lighting system to
an existing power source the Engineer has determined that additional material and labor, above
that assumed for the Lump Sum bid price for the lighting system item, will be required. The item
Lighting System by the Lump Sum will be increased by $3,539.25. The itemization of the
increase to the Lump Sum amount is shown below. It is further understood that the attached
lighting system specification shall become part of the Contract documents.
