RECOMMENDED ACTION: 1) Motion to Adopt a Resolution Revoking Municipal State -Aid

ISSUE:
Adoption of resolution defining Rosemount's Municipal State Aid street system.
BACKGROUND:
Each year, based on development and the addition of streets, the City updates the mileage of the entire
street system and certifies this information to the Municipal State Aid District Engineer. This is done as
part of the City's Municipal State Aid (MSA) system. Through a formula, cities are allocated a certain
number of miles to designate as Municipal State Aid Streets, which makes that street eligible for receiving
MSA funds for construction and maintenance. These can be both existing and non - existing streets that
are planned for future construction.
Beginning in 2014, the MSA system will be updated and a portion of the funding will be based on traffic
volumes. In response, many of the city's non - existing segments are proposed to be removed from the
network and existing roadways added. Adoption of the attached resolution by Council will allow the City
of Rosemount to begin collecting MSA needs funding on the updated system in 2014.
It is proposed to revoke or remove nine existing streets from the system due to development and
reprioritization of the need for collector streets. The streets being removed are as follows:
• Conley Avenue (Part of MSAS 117) - 140th Street East to 138th Street Bypass (0.24 non - existing
miles)
• North Frontage Road of 145th Street East (MSAS 123) - Conley Avenue to Donnelly Avenue
(0.85 non - existing miles)
• Elgin Avenue (MSAS 124) - 145th Street East (CSAH 42) to TH 52 (0.68 non existing miles)
• Audrey Avenue (MSAS 125) - CSAH 42 to Connemara Trail (0.25 non existing miles)
• 138th Street Bypass (MSAS 128) - 140th Street East to 140th Street East (1.20 non - existing miles)
• 142nd Street East (MSAS 129) - Akron Avenue to Blaine Avenue (1.59 non - existing miles)
• Donnelly Avenue (MSAS 131) - CSAH 46 to 140th Street East (1.98 non - existing miles)
• 142th Street East (MSAS 132) - Conley Avenue to Donnelly Avenue (0.80 non - existing miles)
• Darsow Avenue (MSAS 133) - North Frontage Road of 145th Street East to 142nd Street East
(0.20 non - existing miles)

It is proposed to establish or add eleven streets to the system. The streets being added are as follows:
• Connemara Trail (Extension of MSAS 104) - Shannon Parkway to TH 3 (1.19 existing miles)
• Auburn Avenue (MSAS 136) - 145th Street West(CSAH 42) to Connemara Trail (0.49 existing
miles)
• Autumn Path (MSAS 137) - Connemara Trail to Bonaire Path (0.45 existing miles)
• Evermoor Parkway (MSAS 138) - Connemara Trail to Shannon Parkway (0.66 existing miles)
• December Trail /151st Street West (MSAS 139) - Diamond Path (CSAH 33) to Canada Avenue
(1.26 existing miles)
• Canada Avenue (MSAS 140) - South Robert Trail (TH 3) to 150th Street West (CSAH 42) (0.27
existing miles)
• Cameo Avenue (MSAS 141) - 145th Street West to 143rd Street West (0.18 existing miles)
• 143rd Street West (MSAS 142) - Cameo Avenue to South Robert Street (TH 3) (0.07 existing
miles)
• Cimarron Avenue (MSAS 143) - 151st Street West to 150th Street West (CSAH 42) (0.12 existing
miles)
• Claret Avenue (MSAS 144) -151 st Street West to 150th Street West (CSAH 42) (0.16 existing
miles)
• Creston Avenue (MSAS 145) - 151st Street West to 150th Street West (CSAH 42) (0.14 existing
miles)
There is a total of 7.79 miles proposed to be revoked plus an additional -2.66 miles left unassigned from
the year 2011, for a total of 5.13 miles that can be added to the MSA system. The total amount of street
mileage proposed to be added this year is 4.99 miles leaving 0.14 miles undesignated at this time. With
Council's authorization, staff will submit the approved resolutions to Mn /DOT for approval of the new
streets as shown on the attached map.
SUMMARY:
Staff recommends City Council adoption of the attached resolutions.

A RESOLUTION REVOKING MUNICIPAL STATE -AID STREETS
WHEREAS, it appears to the City Council of the City of Rosemount that the streets hereinafter described
should be designated Municipal State -Aid Streets under the provisions of Minnesota Law.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount that the
roadways described as follows, to -wit:
o Part of MSAS 117 Conley Avenue- 140th Street East to 138th Street Bypass
o MSAS 123 North Frontage Road of 145th Street East- Conley Avenue to Donnelly Avenue
o MSAS 124 Elgin Avenue- 145th Street East (CSAH 42) to TH 52
o MSAS 125 Audrey Avenue- CSAH 42 to Connemara Trail
o MSAS 128 138th Street Bypass- 140th Street East to 140th Street East
o MSAS 129 142nd Street East- Akron Avenue to Blaine Avenue
o MSAS 131 Donnelly Avenue- CSAH 46 to 140th Street East
o MSAS 132 142th Street East- Conley Avenue to Donnelly Avenue
o MSAS 133 Darsow Avenue- North Frontage Road of 145th Street East to 142nd Street East
be, and hereby are, revoked as Municipal State -Aid Streets of said City subject to the approval of the
Commissioner of Transportation of the State of Minnesota.
BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to forward two
certified copies of this resolution to the Commissioner of Transportation for his consideration.
