ATTACHMENTS: Preliminary Plat, County Greenway Plan APPROVED BY: and Information on Park Planning RECOMMENDED ACTION: Motion to recommend the City Council approve the preliminary plat with the recommendations outlined by staff in the executive summary. ISSUE Lennar Corporation has subrnitted a preliminary plat for the development of the former LaFarve property located east of Bacardi Avenue and north of Bonaire Path. The property is 142.61 acres in size and the development plan proposes 158 new single family residential homes to be built. There are a number of wetlands and two pipeline easements which impact how much of the land can be developed. The City's Parks Master Plan calls for a neighborhood park to be developed on this area. The Parks and Recreation Commission discussed the development of this property in June and July of 2011. The Commission indicated that they were interested in seeing a park developed on the south side of the lake. The Parks and Recreation Department staff recently reviewed the preliminary plat and had the following comments: The neighborhood park identified to be located on the south side of Horseshoe Lake should be developed with emphasis on natural resource based recreation and conservation, which is consistent with the City's 2008 Parks Master Plan. The park amenities to be considered during the updated park design should include but not be limited to: o Playground o Sun shelter o Fishing dock o Trails o Floating bridge connecting to the upland island o On street parking o Potential "green" basketball court The parks dedication requirement for 158 units is 6.32 acres of land. Staff is working with the developer to secure a drawing that identifies the areas where parks dedication credit will be provided. This information will be provided at the meeting on Wednesday. • The City should accept the fee tide for the property where Dakota County is purchasing conservation easements within the development. • The regional greenway trail should connect with Bonaire Path in the northeast corner of Bacardi Avenue. This will provide a connection with the existing trail south of Bonaire Path. • Include a public trail along Bonaire Path. The trail would be in the R.O.W. where possible but would need to be located north of Mare Pond and south of Wetland M. The trail should also be shown in the ghost plats for the two exception parcels. A trail is also required between the cul -de- sac on Street K and the exception parcel, between Wetland B and Wetland H. SUMMARY Staff is recommending approval of the preliminary plat with that recommendations outlined by staff in the executive summary.
