I .0 ATTACHMENTS: South Gateway Map APPROVED BY: baj RECOMMENDED ACTION: Discuss the South Gateway Redevelopment Committee. ISSUE The South Gateway District is an hourglass shaped area that is designated for commercial uses in the City's Comprehensive Plan. The north half of the district is bounded by County Road 42, the Union Pacific rail line to the east and south, and Chippendale Avenue to the west. The south half of the district is bounded by County Road 46, the rail line to the west and north, and extends to the half section line east of South Robert Trail. The north half of the district is developed but land may be underutilized or warrants upgrading such as the Titan property or the Rick's Auto site. The south half of the district is predominately agricultural land but has sites in need of clean up such as the former Rosemount Village dump. DISCUSSION The City has received a $15,000 grant from the Dakota County Community Development Agency (CDA) to conduct the South Urban Gateway Analysis for Redevelopment planning study. The grant is a $1 to $1 matching grant meaning that the City would need to spend $15,000 of its own funds to receive the $15,000 from the CDA. Staff plans to use in -kind services to cover the $15,000, such as city staff time and publication costs, meaning that the $15,000 should be able to come from the existing 2013 community development department budget. The $15,000 for the CDA will likely be used to hire a consultant (likely Maxfield) to perform a commercial and multiple family market study and to hire a University of Minnesota architectural student to prepare some graphics for the planning study. The South Urban Gateway Analysis for Redevelopment will be conducted similar to the Development Framework for Downtown Rosemount. Staff intends to conduct the study this summer, fall, and winter with involvement and feedback from a committee set up specifically for this study, similar to the Downtown Development Committee or the St. Joe's Task Force. When the draft study is completed, the Planning Commission and Port Authority would review and recommend approval of the study and the City Council would be asked to approve the study based on those recommendations. South Gateway Redevelopment Committee Staff would like feedback from the City Council on the composition of the South Gateway Redevelopment Committee.
