RECOMMENDED ACTION: Staff is recommending that the City Council receive the bids
and award the contract for the Outdoor Recreation Complex (Flint Hills) Phase 1
Improvements to the low bidder, Friedges Landscaping Inc., for only the base bid in the
amount of $806,389.75.
ISSUE
The City recently received bids for phase one of the Outdoor Recreation Complex (Flint Hills) project.
The project will develop three soccer /lacrosse fields on land donated to the City of Rosemount by Flint
Hills Resources. A majority of the work included in the project will be earthwork, installation of utilities,
placement of turf mix soils, installation of an irrigation system and landscaping. The engineer estimate for
the project was $749,176.75. There was also bid alternate ( #1) that included lights for the parking lot and
the installation of a water service to the community garden.
There were 12 contractors on the primary plan holders list. All of the primary plan holders purchased
plans and specifications for the project.
The City received two bids for the project and they are listed in the table below.

SUMMARY
Staff is recommending that the City Council receive the bids and award the contract to the low bidder,
Friedges Landscaping Inc., for only the base bid in the amount of $806,389.75. Staff is recommending we
not include the improvements in bid alternate #1 with the project at this time.
