ISSUE
The Council directed staff to research replacement of the existing freestanding sign at the Community
Center. Earlier in June, the Council recommended the B3 sign design. Since that time staff met with
the consultant out on the site and staff is a bit concerned about the ultimate size of the "buttress" on
the sign. To ensure that the sign, including readerboard is easily read from Hwy 3, it is contemplated
that the sign will continue to be similar in height to the existing sign. That means that the masonry
feature on B3 would need to be approximately 15' in height, and approximately 5' in width. That
would be a substantial structure. Additionally, the entire sign portion will be constructed more like a
monument and will appear wider and more massive. The height desired also makes the entire sign
longer, meaning it would extend approximately 5' greater than the current planting bed. Staff is
concerned the overall massing of the sign and in particular the size of the masonry feature would be
too great and out of character for the space installed.
Since the readability of the readerboard message and sign information are the primary goal of the new
sign, staff is recommending investigating a sign more like the B2 or B4. This will allow a design similar
to the Welcome to Rosemount signs but the main focus will be on the message, so the structural
portion is not as great. We have discussed raising the sign so the readerboard is elevated from the
ground to ensure the message is read if cars are parked near the sign. Staff has also had some
preliminary contact with the National Guard about the sign but did not receive any formal response.
They are waiting on further refinement of the sign.
RECOMMENDATION
After reviewing the sign design on site with the consultant, staff is concerned that the B3 design will
be too massive, particularly the masonry portion when the sign information is the primary goal of the
structure. Staff believes sign designs similar to B2 or B4 would allow a design which complements the
other public signs in the community but emphasizes the sign information over the structure. Staff is
recommending modifying the direction of the community center sign to more of the B2 or B4 style.
