RECOMMENDED ACTION: Motion to Authorize the Submittal of the Attached Letter to
Dakota County for the 2014 -2018 Dakota County Transportation Capital Improvement
Program.
ISSUE:
The City annually submits a letter of request to Dakota County for projects to be considered for inclusion
in the Dakota County 5 -Year Transportation Capital Improvement Program (CIP). A copy of the draft
letter for the years 2014 -2018 is attached for Council review and authorization to submit.
BACKGROUND:
At this time, the following projects have been identified:
• County Road 73 (Akron Avenue) — continue to program the improvement of County
Road 73 from Bonaire Path to Inver Grove Heights in the fifth year of the CIP, 2018.
• CSAH 42 /TH 52 Interchange Project — continue to support the advancement of this
project as funding sources become available.
• County Road 73 Corridor Study — support the development of a corridor study for
County Road 73 north into Inver Grove Heights as a continuation of the recently
completed corridor study for UMore.
• CSAH 42 /Business Parkway /Biscayne Avenue /1491h Street Improvements — support
the commencement of discussions with Dakota County for the development of a plan,
schedule and cost sharing agreement for the modification of access the access at CSAH
42 /Business Parkway, signalization at CSAH 42 /Biscayne Avenue, and cost sharing for
149`h Street.
SUMMARY:
Attached for Council consideration is a draft letter to Dakota County for projects to include in the 2014-
2018 Dakota County Transportation Capital Improvement Program.

Re: Dakota County 2014 -2018 Transportation Capital Improvement Program
Dear Ms. Anderson:
As requested, the City of Rosemount would offer the following comments and requests for projects
as part of Dakota County's 2014 -2018 Transportation Capital Improvement Program.
1. County Road 73 (Akron Avenue) — Bonaire Path to Inver Grove Heights
Based on the uncertainty for the timing of development along this portion of County Road 73
(Akron Avenue), the City supports the programming of improvements for this portion of
County Road 73 (Akron Avenue) for 2018. The City understands that this modification is
considered a placeholder for the project and that in the event development occurs prior to this
time, Dakota County will work with the City to identify funding for a project sooner.
Furthermore, the City understands Dakota County's desire to improve County Road 73 (Akron
Avenue) sooner than 2018. The City will work with Dakota County in 2014 to determine the
feasibility of maintaining the programming of this project for 2018 and possibly advancing the
project to 2017.
2. CSAH 42/TH 52 Interchange Project
The City of Rosemount continues to support the CSAH 42 /TH 52 Interchange Project and
Dakota County's efforts to secure additional funding. This is a high priority project for the City
and as such, the City will continue to work with Dakota County for the advancement of this
project.
3. County Road 73 Corridor Study
The City of Rosemount supports the development of a corridor study for County Road 73 north
of County Road 42 and north of Cliff Road in the City of Inver Grove Heights. This is based
on the identification of County Road 73 as a primary north -south corridor through the UMore
property north of County Road 42.
Furthermore, the City appreciates Dakota County's efforts this past year to obtain County State
Aid Highway designation for County Road 73.

4. CSAH 42 /Business Parkway /Biscayne Avenue /149th Street Improvements
The City has commenced with the construction of 149`" Street between Business Parkway and
Biscayne Avenue. As discussed, 149`h Street will serve as a frontage road connection between
Business Parkway and Biscayne Avenue to facilitate the direction of local future commercial
traffic to the intersection of Biscayne Avenue and CSAH 42, identified to be signalized in the
future. The City supports the continuation of discussions with Dakota County for the following
to be considered for addition to the City and County CIP for a future year:
• Reduction of CSAH 42 /Business Parkway access to from full to three- quarters;
• Combined with the installation of a signal system on CSAH 42 at Biscayne Avenue;
• And, combined with the determination of County funding participation /reimbursement
for a percentage of the City's cost to construct 149th Street.

inclusion of local agencies with the development of Dakota County's 5 -Year Transportation Capital
Improvement Program.
