BACKGROUND
Emergency management protects communities by coordinating and integrating all activities necessary
to build, sustain, and improve the capability to mitigate against, prepare for, respond to, and recover
from threatened or actual natural disasters, other man -made disasters or acts of terrorism.
Emergency planning considers and takes into account community risks, all stakeholders and all
impacts relevant to disasters. Emergency preparedness requires developing emergency response
plans through relationships and coordination with individual citizens, organizations and government
agencies from the local to the federal level.
As required by Minnesota state statute the City of Rosemount has an Emergency Operations Plan
(EOP) that was adopted by the City Council in 2009. The EOP was reviewed by the state's Division
of Homeland Security review committee and Dakota County Emergency Management staff. Since
2009 Emergency Management has continually enhanced and changed at all levels of government.
Additionally, the Emergency Service Function EOP format is being considered the format for all
communities in Dakota County
Dan Carlson, the Dakota County Emergency Management Coordinator, will present an update on
Emergency Management from the local to federal level. Information on past and future practices will
be included.
