RECOMMENDED ACTION: Motion to authorize the closure of TH 3 as outline in the
attached request subject to the administrative approval of a supplemental agreement for
the TH 3 Underpass Project, City Project 443.
BACKGROUND:
Attached for Council consideration is a request to close TH 3 for the TH 3 Underpass Project, City
Project 443. The contractor has requested to close Hwy 3 on Friday, August 2, 2013 at 7:00 p.m. and
reopen it on Monday, August 5, 2013 at 5:00 a.m. During that time, the contractor will complete the
installation of the underpass within the roadway. The detour will eliminate the need to shift traffic and
reduce the width of the driving lanes. Barricades and construction barrels will still be needed along TH 3
throughout the project. The detour will not reduce the project schedule.
Staff has discussed the road closure request with the police department and the Rosemount High School.
Both organizations support the closure due to the reduced time traffic will be constricted.
Pending Council approval of the requested road closure, staff will work with Mn /DOT and Dakota
County for approval of the closure and detour. Pending agency approval, a supplemental agreement will
be negotiated with the contractor.
SUMMARY:
Staff requests Council consideration to approve the closure and detour of TH 3 for the TH 3 Underpass
Project, City Project 443.

Subject: Value Engineering Proposal (Weekend Closure of TH #3)
Dear Mr. Hentges,
MN Dirt Works per MNDOT specification 1408 is submitting a value engineering proposal for
the above referenced project. The format below is specific to the prescribed method outlined in
the aforementioned specification.
1) This proposal is being submitted as value engineering proposal.
2) MN Dirt Works is proposing to shut down TH #3 (S. Roberts Trail) on Friday August 3
at 7:00 pm and reopen it on Monday morning August 5th at 5:00 am to install the box
culvert (Bridge #19X06) crossing complete. See enclosure A for the proposed traffic
detour. This proposal includes all activities from excavation less the last lift of wearing
course pavement for TH #3. After August 5th successor activities would include
finishing wing wall construction on both ends of the Bridge in addition to civil work for
the tie ins. Access to all residences will be maintained at all times.
3) Specification 5 -15.6 A would have to be changed to allow this closure. MN Dirt Works
recommends a meeting with The City of Rosemount, MNDOT and the contractor to
discuss this change and its feasibility.
4) The xeduction in total contract with the City of Rosemount would be $25,000.00. MN
Dirt Works would credit this amount back in addition to picking up the traffic control
costs for the weekend detour.
5) In application of the credit proposed in item #4 a combination of bid items #51, 52, 59,
60, 76 & 77 would possibly need to be modified. MN Dirt Works proposes that the net
effect would be after modification of the bid items that the total credit to the client
would be as listed in item #4.
6) This proposal would need to be adopted by July 8th, 2013 to obtain a maximum
economic and schedule impact.
7) No previous written proposal of this kind has been made previously.

8) The completion date of the project would not be changed. However the amount of time
with traffic in a constricted alignment would be reduced from 60 calendar days to 3.
Additionally traffic would be maintained in its current alignment through the 4th of July
Holiday and Leprechaun Days.
