RECOMMENDED ACTION: Motion to Adopt a Resolution Receiving Bids and Awarding
the Contract for the Prestwick 7th Addition Street and Utility Improvements, City Project 448.
ISSUE:
Receive bids and award contract for Prestwick 7`h Addition Street and Utility Improvements, City Project
448.
BACKGROUND:
On Friday, June 28, 2013, bids for this project were received and read aloud publicly. This project
included a Base Bid (Schedules A -E) and three Alternates as described below. After verification of bids
received, the low bidder of the Base Bid plus the three Alternates is LaTour Construction, Inc. in the
amount of $1,537,521.30.

The Prestwick Place 7"' Addition is a development of 37 single - family homes located west of Akron
Avenue between 150`h Street West and Connemara Trail. The project will be funded through assessments
by the developers, U.S. Home Corporation and Arcon Pemtom, LLC. The remaining costs associated
with storm trunk over - sizing will be funded with City Storm Core funds totaling $441,404.
Alternates 1 -3 are park improvements as highlighted on the attached exhibit. These improvements were
included as alternates with the Prestwick Place 7`h Addition project due to the proximity of the park and
the opportunity to receive lower bids by joining with a larger project. Alternates 1 -3 will be funded with
City Park Improvement funds.

It is anticipated that the utility and roadway improvements for the Prestwick 7" Addition will be
substantially complete by October 6, 2013.
SUMMARY:
Staff recommends that Council adopt the attached resolution receiving the bids and awarding the contract
for the Prestwick 7`" Street and Utility Improvements, City Project 448.

A RESOLUTION RECEIVING BIDS AND AWARDING CONTRACT
FOR THE PRESTWICK PLACE 7T"
STREET AND UTILITY IMPROVEMENTS
CITY PROJECT 448
BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows:
All bids on construction of the Prestwick Place 7th Addition Street and Utility Improvements
are hereby received and tabulated.
2. Based on the Base Bid plus Alternates 1, 2, and 3, the bid of LaTour Construction, Inc. in the
amount of $1,537,521.30 for the construction of said improvements is in accordance with the
plans and specifications and advertisement for bids, and is the lowest responsible bid and shall
be and hereby is accepted contingent upon securing all necessary right -of -way.
3. Upon securing all necessary right -of -way, the Mayor and City Clerk are authorized and
directed to enter into a contract with said bidder for the construction of said improvements
for and on behalf of the City of Rosemount.
4. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits
made with their bids, except that the deposit of the successful bidder and the next two lowest
bidders shall be retained until a contract has been executed.
