WORK SESSION PROCEEDINGS
JUNE 12, 2013
CALL TO ORDER
Pursuant to due call and notice thereof a regular work session of the Rosemount City Council was
held on Wednesday, June 12, 2013 at 6:30 p.m. in the Conference Room at City Hall, 2875 145'
Street West, Rosemount.
Mayor Droste called the meeting to order with Council Members DeBettignies, Demuth and
Weisensel attending. Council Member Shoe - Corrigan was absent. Staff present included City
Administrator Johnson, City Clerk Domeier, Director of Parks and Recreation Schultz, Community
Development Director Lindquist and Finance Director May.
DISCUSSION
2.A. Neighborhood Amenities
Director of Parks and Recreation Schultz provided a summary of the staff report. He provided
different options for pavers, gravel and benches. Council Member Weisensel requested that trash
receptacles be included. He recommended using as large of trees as possible to provide shade to
residents.
2.13. Community Center Sign
Community Development Director Lindquist provided a summary of the staff report. The City
Council reviewed and discussed the different options proposed. The City Council preferred option
B3 but wanted the signs raised to be easily read. Staff will meet with the National Guard and bring
back the final drawing to the City Council.
2.C. South Urban Gateway Analysis for Redevelopment (SUGAR)
Community Development Director Lindquist provided a summary of the staff report. Council
Member DeBettignies and Mayor Droste both expressed interest on serving. Council Member
Weisensel will check with the Port Authority on June 18. Ms. Lindquist will contact business
owners within the commercial quadrants. She will work on developing a task force and meeting
schedule. It was anticipated that the task force would be appointed within the next month.
UPDATES
A. Athletic Fields at Flint Hills
Director of Parks and Recreation Schultz provided a summary of the staff report. He anticipated
the bids for the project would be before the City Council on June 18.
B. Possible Zoning Ordinance Amendments
Community Development Director Lindquist provided an update on two potential zoning updates:
Accessory Dwelling Units and Solar Energy Systems. Discussion was held about the components
that may be included in the ordinances.
C. Proposed Conduit Financing
Finance Director May provided information on Holy Angel's financing request. The City Council
supported the concept. The public hearing will be noticed for July 16.
D. Senior Center /Senior Housing
Community Development Director Lindquist provided an update on both senior housing projects
within Downtown Rosemount.

E. Updates from City Council and Staff
Discussion was held about the recently held Zip Rail meetings.
Council Member Demuth questioned the progress of the sustainability task force. Community
Development Director Lindquist provided an update.
Discussion was held about the irrigation at the Flint Hills complex.
Mayor Droste questioned some maintenance issues at the Steeple Center related to water drainage.
Mayor Droste provided an update on the activities for the Rose Bowl Parade visitors.
Council Member Weisensel questioned the options for providing artificial turf at the Flint Hills site.
Director of Parks and Recreation Schultz stated that Dakota Rev supported the turf and having the
field in a dome. Further discussions will be held.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by DeBettignies, the meeting was adjourned at 8:10 p.m.
