ISSUE At the Special City Council Work Session on Monday, August 5, 2013, there was further discussion on where in Central Park the splash pad should be located. The City Council gave staff direction to locate the splash pad, sun shelter and a community play feature in the northeast corner of the park. These amenities would be located in the area where the west hockey rink currently is located. The plan also calls for a skating circuit and open space to be located where the east rink currently is located. This area will allow for several seasonal uses. Staff would like to discuss with the City Council the phasing of the improvements. The concept plan that has been included in the packet identifies the main improvements. The first phase would include the splash pad, sun shelter and a trail connection to the existing park shelter. It would also include fencing and a landscape buffer between the park and some public works facilities. The second phase would include the remaining improvements that are identified in the attached concept plan. Not yet included in the concept plan is the addition of a platform for sound technicians using the amphitheater and also stairs that would increase the ease of access to the amphitheater. Staff are checking with recent users to see where they recommend placing the sound technician platform. Staff would like to discuss what type of amenities the City Council would like to see part of the splash pad. Some of the options include ground spray products, overhead spray features and water dumping structures. Most splash pads seem to have a mix of amenities. Knowing what the City Council might have in mind for a theme or design will help us to engage suppliers of the splash pad amenities and further discuss a design with them that we can include in the project specifications. If the City Council is comfortable with the concept plan as presented, we need to decide on what phases of the project to move forward with and then order the necessary plans and specifications to bid out the project. SUMMARY Staff would like for the City Council to review the concept plan, provide feedback and discuss next steps regarding this project. WSB & Associates, Inc. has developed a number of children's play areas over the years, ranging in size from small tot lots up to large regional sized playgrounds, each project producing its own set of challenges. Avariety of creative environments have evolved through these designs, such as barrier free play, nature -based play equipment, or themed play areas, and we have been involved from the initial concepts through the actual implementation. A large part of our role in the design of these play spaces includes providing a creative and challenging experience for the users while staying within the rules and regulations set forth by the CPSC, ASTM, and the Americans with Disabilities Act design standards and guidelines as they relate to public parks, trails and recreation areas. Given the importance of the evolving guidelines, we strive to stay abreast of the changes and, when needed, consult with a playground compliance specialist to ensure our designs meet all safety criteria. The master plan includes reorganization of some of the existing amenities to allow for a larger playground component within the park, including a splash pad. Our team worked with the client and equipment manufacturer on the planning and design of the splash pad, with a recirculating water treatment system, to complement the beach and new playground area activities. Additional improvements include a new skate park, reorganized ballfields and parking lots, and improvements to the water quality of the existing lake, while ensuring the loop trail system around the lake is maintained. The Brauer/ WSB team worked with various vendors to present multiple options for both the skate park and splash pad for the public and city officials to review. After several public open houses and input session a consensus was developed on the preferred plan. Utilizing the graphic from the master planning process the City has went on to apply for legacy funding dollars along with raise money within the community. This added amenity would serve many residents and families well. Project Status: Master planning was completed in the spring of 2012. A big driving force behind this project was the idea of creating a barrier free play environment and providing activities that are accessible to people with all abilities. One family within the community initiated this idea and through donations from them and others within the community, their vision was made possible. With an aquatic theme in mind the plan included poured -in -place safety surfacing, an elevated sand and water table, seating with a tensile shade canopy structure, an elevated boardwalk, themed ornamental fence and entrance sign, and customized benches and tables. Project Status Et Budget: The master plan was finalized in 2008 and construction of phase one was completed in the fall of 2008 phase 2 in 2009, and phase 3 in 2010. All 3 phases were constructed for a budget of approximately $800,000. The Park District had chosen a "Big Woods" theme, which ultimately included various play equipment designed to appear like a log cabin, an up- rooted tree, a children's tree house, and a fire look -out tower. All play pieces are custom - themed and accessible. Key project design goals included: • Work within the existing play area footprint and preserve the existing trees. • Provide unique, accessible, and code compliant play features. • Provide a unique regionally -based play area that will draw additional people to the park reserve. The Park District had chosen a "Big Woods" theme, which ultimately included various play equipment designed to appear like a log cabin, an up- rooted tree, and a children's tree house. As an extension of those features the Park District is now ready to add a firetower to the play area. The custom designed firetower meets all accessibility and play equipment requirements as defined by current guidelines and is destined to a big (and tall) hit at the park! Due to a number of other very popular activities located within the park that draw large crowds, the Park District elected to create a play area that is filled with maximum play value. The final design is 40,000 SF and equipped to handle almost 500 kids at one time! Many play equipment pieces were reviewed so that all ages, abilities, and physical challenges would be incorporated in the final vision. Key project design goals included: • Work within the existing play area footprint and preserve the existing trees. • Provide unique, accessible, and code compliant play features. • Provide maximum play value while staying within the Park District's budget. Project Status £t Budget: The schematic design was completed in August of 2009 and the play area opened up to the public in the spring of 2011. Total cost to construct was approximately $1.3 million. The playground renovations included removal of the existing playground equipment and replacement with new equipment that meets the current standards for safety and accessibility within the original allotted spaces. The upper playground area was to remain mainly geared toward the preschool age group, with some sand and water activities added in for sensory play, appropriate for a beach site. The lower playground area was designated for elementary and older age groups with the middle area remaining designated with swinging events. Additional seating and shaded areas were incorporated into the designs for the users, as well as for those sitting and viewing the playground areas. Project Status £t Budget: Construction began in the fall of 2010 and was completed in the spring of 2011 for a cost of approximately $350,000. WSB has had numerous opportunities in recent years to work on a number of projects that either offer a unique design opportunity for a public space or simply add to the perceived quality of life and economic vitality of a community. The following selected projects highlight a few of the firm's recent experiences related to these types of projects. The Garden provides an aesthetic backdrop to the civic campus and is designed to accommodate varying community events, such as wedding and social ceremonies, while minimizing ongoing maintenance costs. One way this was accomplished was by developing the majority of the gardens with indigenous plant community display areas including restored woodlands, tallgrass prairie, shortgrass prairie, etc. The reintroduction of these native species enhances the character of the park, both aesthetically and ecologically, reduces maintenance costs, and serves as an educational tool for the community. As visitors enter the garden space, they pass through the Donor Recognition Area which is comprised of an aquatic display pool, rose garden, and ornamental fencing, as well as specialty paver units and plaques recognizing those who contributed monetarily to the project. The performance stage is positioned between City Hall, Millennium Gardens, Lifetime Fitness, and Plymouth's main retail center. Despite its great location, there were no identifying features or entrance points that indicated to visitors or passersby where to enter the site or what the site offers. This project focused on not only solving this issue, but also enhancing the overall concert and park experience. The master plan for this park included creating a main entrance plaza along Plymouth Boulevard and highlighting key secondary entrance points. It also creates space for vendors, restrooms, enhanced spectator seating, a small play area, and improved circulation. The design ideas generated by City staff included: a picturesque scenery for photo opportunities for prom, graduation, family reunions, etc., additional seating or picnic space, viewing opportunities for the pond, four season interest through the use of varying vegetation, a fund raising component to the design (bricks, signage, etc.), and a historical component to the design (painted or mosaic tile wall murals as example). Multiple concepts with varying degrees of development proposed were generated, thus providing the City with multiple options for development based on the level of funding of available. WSB designed a proposed canoe launch and trailhead in the heart of Minnetonka along Minnehaha Creek. This feature is part of an overall vision and rehabilitation project that allowsn the creek to be restored, yet more accessible and usable by the general public. Mills Landing will feature approximately 20 -30 parking spaces, a canoe drop off turn - around area, canoe racks, iw"a trailhead map kiosk, plaza seating, an accessible ramp down l` to the creek, and a comfortable transition platform for canoe launches. The City commissioned WSB to help them further define the memorial space within the overall park and enhance it as well. Steel fencing with decorative columns that integrated the emblems from the five military divisions were part of the enhancement plan as well as additional perennial and annual plantings. Our planning included researching various available products and options to cost effectively improve the space, while allowing for future expansion. Following the master planning, the City selected our firm to continue working on detailed construction documents for the first phase of development to solicit bids from contractors. WSB worked with the County to create a more detailed plan for the dog park area that would have its own separate space from the remainder of the park, but still allowed for trail links connecting the dog park to the greater regional park space and trail systems. The dog park contains approximately 18 acres of land containing a parking area, small dog run area, various trail Lake Minnewashta Regional Park loops through mature vegetation, an enclosed pond, potable Dog Park concept °s° water, and some open space for interactive play. The mature landscape provides a scenic environment for the dog park area with plenty of shade opportunities and a pleasing experience for the dogs and owners. Project Status: The off leash dog park area was opened in November of 2007 with future improvements to be included as funding allows.
