Minutes of the August 5, 2013 Special Work Session ProceedingsROSEMOUNT CITY COUNCIL SPECIAL WORK SESSION PROCEEDINGS AUGUST 5, 2013 CALL TO ORDER Pursuant to due call and notice thereof a special work session of the Rosemount City Council was held on Monday, August 5, 2013 at 7:55 p.m. in the Conference Room at City Hall, 2875 145' Street West, Rosemount. Mayor Droste called the meeting to order with Council Members Demuth, Weisensel and Shoe - Corrigan attending. Council Member DeBettignies was absent. Staff present included City Administrator Johnson, City Clerk Domeier, Director of Public Works /City Engineer Brotzler and Community Development Director Lindquist. DISCUSSION 2.A. Splash Pad Director of Parks and Recreation Schultz provided a summary of the staff report. He shared the conceptual site plan. Council Member Demuth suggested moving the splash pad to the northeast portion of the park. Discussion was held about the possibilities of moving the splash pad to the northeast. The City Council also went onsite to review the layout proposed. The consensus was to move the splash pad closer to future multi -level play area as depicted in the concept drawings. Discussion was held regarding the concept plans. Mr. Schultz stated that a meeting would need to be held regarding the groups that hold big events and festivals at the park. Discussion was also held regarding the replacement of the hockey rinks. Jason Amberg proposed to bring plans back for the work session noting the concerns with the scheduling. Further discussion will be held at the August 14 work session. 2.13. UMore AUAR Comments Community Development Director Lindquist provided a summary of the staff report highlighting the main points. Ms. Lindquist requested feedback on the proposed responses. Discussion was held about the comments related to the waste water treatment facility. Carla Carlson provided an update on the status with the Army Corps. Mayor Droste questioned how the public would receive notice of the Planning Commission meeting. Ms. Lindquist explained that typically notice would be published in the official paper but this is not an official public hearing. People that provided comments would also receive notice. Ms. Lindquist also explained that the City maintains a contact list for notification of meetings. Council Member Shoe - Corrigan stated staff should make it clear it's not a public hearing but that any comments or questions before the meeting are welcome. 2.C. Tennis Courts at Erickson Park Director of Parks and Recreation Schultz provided a project update. He also shared the drawings and proposed plans for the tennis courts. The City Council did not have any comments on the proposed drawings. Council Member Weisensel expressed concerns about the bid alternates and design development. He wanted the soil remediation added to the southern site. A bid alternate will be included to allow for the soil remediation.
