Brotzler, PE, Director of AGENDA NO. Public Works / City Engineer „ ATTACHMENTS: Excerpt from 2013 Schedule of Rates and Fees; Antenna Lease Summary; APPROVED BY: Survey Results RECOMMENDED ACTION: Motion to Recommend that City Council Approve the Proposed Antenna Rates and Authorize an Amendment to the 2013 Schedule of Rates and Fees. If *-101 Staff is proposing to amend the 2013 Schedule of Rates and Fees to modify, the rates for cellular antenna equipment located on City water towers or other City property. Staff is seeking Utility Commission recommendation to the City Council to approve the proposed amendment as outlined on the attached excerpt. BACKGROUND As illustrated on the attached Antenna Lease Summary, the City currently holds six leases for cellular antenna equipment located on City property. We are currently in the process of reviewing proposals from both Verizon and AT &T for new equipment on the Connemara water tower. The City currently has no formal pricing schedule for rent or other fees associated with cellular antennas located on City property. As indicated in the attached survey results, most other cities have adopted a pricing schedule to address charges for engineering, site restoration, annual rent, etc. In order to be more consistent with other city's practices, and to be more effective in administering our own antenna leases in the future, City staff is proposing the following changes be incorporated into the 2013 Schedule of Rates and Fees: Cash deposit with application • Covers plan review, construction inspections, site restoration, meetings, etc) + $5,000 for modification of existing equipment • $7,000 for new equipment • Applicant will be responsible for all costs and amount will be reconciled at end of project G:\ANTENNAS120130812 UC Proposed Antenna Rate Schedule.docx Annual Rent • $24,000 (includes up to six antennas and 150 square feet of ground space) • $15,000 for a monopole (includes up to 150 square feet of ground space) • Annual rent increase — 5% or CPI, whichever is greater Other Charges • $25 /square foot /year for ground space exceeding 150 square feet • $2,500 per antenna for each additional antenna beyond the first six • Negotiated charges for other miscellaneous items (additional cables, satellite dishes, or other equipment not specified herein) SUMMARY Staff is requesting Utility Commission recommendation to City Council to approve the proposed antenna rates and authorize an amendment to the 2013 Schedule of Rates and Fees. 2 RESOLUTION 2012 -103 Connection Charges (STAC) Collected with the Building Permit on all newly developed properties that have not paid trunk area assessments listed above (Gross Area): Single Family $3,050.00 per lot Multiple Family $8,570.00 per acre Public /Institutional $9,150.00 per acre Commercial $8,515.00 per acre Industrial Cellular Antennas on City Property $8,515.00 per acre E Cash deposit with application • Corers plan rericNr, construction inspections, site restoration, meetings, etc • S5,000 for modification of existing equipment for new equipment i Applicant will be responsible for ail costs and amount will be reconciled at end of project Annual Rent • S?4,000 tnncludes up to six antennas and 151) square feet r>f ground space • S15,000 for a monopole (includes up to 150 square feet of ground space) • Annual rent increase — 5 °'() or CPI, whichet-er is greater Other Charges • S25/square f<?ot !'ear for ground space exceeding 150 square feet • S',500 per antenna tor each additional antenna bc -ond the first sip • Negotiated charges for other zniscellancous items (additional cables, satellite dishes, < }r .ether equipment not specified herein) 11 ANTENNA LEASE SUMMARY 07/30/2013 G :\ANTENNAStAntenna Tracking Most Current Lease or Lease ID Contact Number of First Year of Amendment Current Number Tower Lessee Contact Name Number Antennas Lease Date Annual Rent Expiration 0L117200ON Chippendale AT &T 9 2000 04/18/2000 $ 19,212.38 12/31/2015 01CLR201ON Chippendale Clear Wireless LLC 6 2010 03/16/2010 $ 13,717.86 12/31/2024 01SPR1997N Chippendale Sprint Spectrum 12 1997 01/01/2013 $ 20,800.90 12/31/2023 99VER1984N Chippendale Verizon Wireless Joe Egge - Faulk & roster (612) 839 -4594 Monopole 1984 10/22/2007 $ 13,506.10 12/31/2034 02CLR201ON Connemara Clear Wireless LLC 6 2010 03/16/2010 $ 13,717.86 12/31/2024 02TM01997N Connemara T- Mobile USA 9 1997 12/29/2011 $ 20,602.80 12/31/2022 07/30/2013 G :\ANTENNAStAntenna Tracking Antenna Lease Charges (Survey results compiled by the City of Rosemount) City Annual Charges Charge for Ground Equipment Additional Charges Apple Valley $27,000 flat rate (may be adjusted based on number of antennas) Included in flat rate Burnsville $20,838.36 for up to 5 antennas and 100 sf of ground See attached fee schedule provided by City of Burnsville See attached fee schedule provided by City of Burnsville Eagan $30,293.74 for up to 9 antennas See attached fee schedule provided by City of Eagan $7,100 for review /inspection /landscaping/etc. Farmington $30,388 for 3 antenna arrays and 300 sf of ground $56 /sf /yr for area over 300 sf $10,130 for each additional antenna array Hastings $24,947.14 for up to 12 antennas Included in flat rate Lakeville $6,200 (1 -3 antennas) $18,500 (4 -9 antennas) $3 /sf /yr for area over 240 sf See attached fee schedule provided by City of Lakeville $2,050 (each additional antenna) MINIMAL- $300 for 1 antenna and 10 sf of ground Mendota Heights STANDARD - $1,300 for up to 6 antennas and 100 sf of ground EXPANSION - $650 up to 3 antennas and 50 sf of ground Rosemount $2,300 per antenna, includes 100 sf of ground Additional charge for area over 100 sf (negotiated) Escrow deposit for review /inspections (varies based on application).
