RECOMMENDED ACTION: Motion to Adopt a Resolution Amending Resolution 2012-
103 A Resolution Approving Amendments Setting the 2013 Schedule of Rates and Fees
ISSUE
Staff is proposing to amend the 2013 Schedule of Rates and Fees to modify the rates for cellular
antenna equipment located on City water towers or other City property.
BACKGROUND
Based on discussion at the August 12, 2013 Utility Commission meeting, the Utility Commission made
a recommendation to the City Council to approve an amendment to the 2013 Schedule of Rates and
Fees. The staff report from that meeting is attached for your reference.
SUMMARY
Staff recommends approving the attached resolution.

A RESOLUTION AMENDING RESOLUION 2012 -103
A RESOLUTION APPROVING AMENDMENTS SETTING THE
2013 SCHEDULE OF RATES AND FEES
WHEREAS, the City Council has reviewed the 2013 Schedule of Rates and Fees and recognizes the
need to amend certain rates and fees for 2013; and
WHEREAS, the City Council has found the need to amend the Public Works and Engineering Fees for
cellular antenna equipment located on City Property; and
WHEREAS, the Utility Commission of the City of Rosemount has reviewed these changes and
recommended City Council approval of the changes.
THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemount, that it adopts the
following changes to page 11 of the 2013 Schedule of Rates and Fees:

• $24,000 (includes up to six antennas and 150 square feet of ground space)
• $15,000 for a monopole (includes up to 150 square feet of ground space)
Annual rent increase - 5% or CPI, whichever is greater
Other Charges
• $25 /square foot /year for ground space exceeding 150 square feet
• $2,500 per antenna for each additional antenna beyond the first six
• Negotiated charges for other miscellaneous items (additional cables, satellite
dishes, or other equipment not specified herein)

Staff is proposing to amend the 2013 Schedule of Rates and Fees to modify, the rates for cellular
antenna equipment located on City water towers or other City property. Staff is seeking Utility
Commission recommendation to the City Council to approve the proposed amendment as outlined on
the attached excerpt.
BACKGROUND
As illustrated on the attached Antenna Lease Summary, the City currently holds six leases for cellular
antenna equipment located on City property. We are currently in the process of reviewing proposals
from both Verizon and AT &T for new equipment on the Connemara water tower.
The City currently has no formal pricing schedule for rent or other fees associated with cellular
antennas located on City property. As indicated in the attached survey results, most other cities have
adopted a pricing schedule to address charges for engineering, site restoration, annual rent, etc.
In order to be more consistent with other city's practices, and to be more effective in administering our
own antenna leases in the future, City staff is proposing the following changes be incorporated into the
2013 Schedule of Rates and Fees:
