RECOMMENDED ACTION: Motion to Adopt a Resolution Receiving Quotes and
Awarding the Contract for 2013 Utility Maintenance Project, ENG 163.
BACKGROUND:
This project involves repairs and maintenance to storm sewer catch basins and manhole castings along
with traffic control and restoration work. From the use of 100% salt for de- icing, there is an increased
deterioration rate of catch basin structures that is leading to settlements along the roadways. This is and
has been a growing maintenance item not only for Rosemount but all communities in the metro area. The
majority of the proposed work is located along Trunk Highway 3 between 145`'' Street and CSAH 42,
Crolly Path, and Danube Lane. Per the cooperative agreement with MnDOT for the original
improvement project along TH3, the city is responsible for the maintenance of the storm sewer system.
This project was projected to be under $100,000. Minn. Stat. §471.345 states that if a projected is
estimated at between $25,000 and $100,000, a contract may be made by obtaining two or more quotations
for the purchase or sale when possible. Accordingly, the City contacted several potential contractors
requesting a quote for the maintenance project.
Attached is a quote that the City received from C. R. Fischer & Sons, Inc. in the amount of $91,512.
Despite reasonable efforts, the City has been unable to obtain any additional bids from other contractors.
Valley -Rich Co., Inc., Krueger Excavating Inc., and MN State Curb and Gutter have all declined to submit
a quote for this project. The contractors have noted that they have a large workload and would be unable
to complete the work. This matter was reviewed with the City attorney.
Based on the quote of $91,512, it is estimated that the cost of the work along Trunk Highway 3 is $65,676
and the cost of the work on Crolly Path and Danube Lane is $25,836.
The quote submitted by C R. Fischer & Sons, Inc. is reasonable and consistent with the Engineer's
Estimate. There is a concern that delaying the work may lend to more costly repairs due to further
deterioration.
Sufficient funds are available in the City's 2013 Stormwater Utility Budget and fund balance.

SUMMARY:
Staff recommends that Council adopt the attached resolution receiving the quote from C. R. Fischer &
Sons, Inc. and awarding the contract for the 2013 Utility Maintenance Project.

FOR 2013 UTILITY MAINTENANCE PROJECT
BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows:
1. The quote from C. R. Fischer & Sons, Inc. for the 2013 Utility Maintenance Project is hereby
received and tabulated.
2. The quote of C. R. Fischer & Sons, Inc. in the amount of $91,512.00 for the construction of
said improvements is in accordance with the plans and hereby is accepted.
3. The Mayor and Clerk are hereby authorized and directed to enter into a contract with said
bidder for the construction of said improvements for and on behalf of the City of Rosemount.

Work to be performed shall include:
- Preparing and submitting a Traffic Control Plan to the City and MnDOT for approval.
- Reconstructing the ring section of the designated manholes /catch basins, including
removals (roadway pavement, curb & gutter, sidewalk, sod), chimney seals, and restoration.
- Furnishing and installing new castings as directed by the City.
- Providing erosion control necessary to prevent sediment from entering the storm sewer.
