ISSUE
There are currently a number of parks and recreation related projects that are being worked on
throughout the City. Listed below are the projects and an update on what is happening with each project.
UMore Ball Fields — The second lift of asphalt and the trail to the fields was recently installed, this
completes the first phase of the project. Staff plans to open the fields on Tuesday, September 3, 2013.
We will be hosting a "Throwing Out of the First Pitch" event to kick off the use of the new fields.
Flint Hills Athletic Fields — Dakota Aggregates recently finished grading the site and now Friedges
Landscaping will take over the project. Their focus will be to construct the fields including getting
utilities to the site, installing irrigation, hauling in new soils, seeding, etc. The fields are projected to be
seeded the week of August 26.
S lash Pad — The City Council reviewed the site plan options for central Park on June 25, 2013 and
supported the concept that the Parks and Recreation Commission's first choice. The one thing the City
Council did direct staff to do was to remove the proposed parking lots that would have been where the
hockey rinks are currently located. They asked that the space be used for additional recreational
opportunities, such as a possible plaza space /winter ice skating area and signature playground area. The
concept plan was again reviewed at a work session on August 14 and the City Council felt it fit better if it
were located closer to the future playground area. A revised concept plan is attached.
L14 3 Underpass — The project is under construction and should be completed by the end of summer.
Presturick Park — The City recently received bids for the parking lot, trail and basketball court for
Prestwick Park. The total bid for the three improvements was $131,130 and which is in line with what
staff expected the cost to be. The projects were bid alternates to the City's Public Improvement Project
in that the development, which will cost $1,406,391.30. These projects will be completed this fall.
Erickson Park Shelter Remodel — We are coming to the end of our season of heavy use at Erickson Park. We
will be looking to start the improvements in late August or early September. Because we will be using
grant funds from the Dakota County CDA, we were not allowed to start any construction until after
July1. This was not an issue due to the heavy use the park receives in the summer months.
Arena Skate Tile — The first phase of installation of new skate tile for the arena was completed in May.
Because the installer was not able to source enough tiles to complete project, they will be having a
second phase of installation in August which will include all six locker rooms.
ACC / Armory Sign and Reader Board — The City Council has asked staff to look into replacing the reader
board sign at the Rosemount Armory and Community Center. Included in the packet are some concept
drawings of the proposed future sign. The existing scrolling message center no longer works due to
several electrical issues caused by lightning.
Ash Tree Removal — The Public Works staff continue to remove ash trees in City parks and replace the
trees with funding provided by a DNR grant and also by using trees from the City's tree nursery.
Neighborhood Enhancements (Benches and LandWinn) — Staff has received several concept plans for adding
benches and landscaping to locations along trails throughout our community. Included in the packet are
the concept plans that have been created. Staff is working with local contractors to get pricing on the
projects. We hope to start installation of the improvements in late August or early September.
Tennis Courts — The tennis court project is currently out to bid. The bids close on Friday, August 23. Staff
has been sharing some information with the USTA (United States Tennis Association) in hopes of
securing a grant to help with funding the project and we expect to break ground this fall. A concept plan
of the first phase of the tennis court project is attached.

gbting Lvprovements — The City Council recently received bids and awarded a
contract to the low bidder for the project. Per the specifications for the project, the improvements will
need to be installed by October 11, 2013.
Veterans'Memorial Walk — Staff recently met with representatives from the Veterans' Memorial Walk
group. They shared some new ideas reading the project and also introduced the new leader of the group.
Staff reminded them that they still need to meet with the Parks and Recreation Commission to discuss
the proposed changes to the initial plan they submitted.
