RECOMMENDED ACTION: Motion to approve letter to Vermillion River Watershed Joint
Powers Organization.
ISSUE
The Vermillion River Watershed Joint Powers Organization ( VRWJPO) is beginning the update of its
watershed management plan. In advance of this update, the VRWJPO is requesting comments from its
member communities. The attached draft comment letter has been prepared to submit on behalf of the
City of Rosemount.
BACKGROUND
Over the past 1 '/ years, the Utility Commission and City Council have been discussing the desire to
consider alternates to the city's current stormwater management plan, specifically the identified
construction of an overflow to the Mississippi River. One of the ideas that has been discussed is the
potential modification to redirect overflows from the city south and east to adjacent communities within
the VRWJPO, and ultimately to the Vermillion River.
In response to the VRWJPO request for comments about its watershed plan per the attached letter, a
comment letter has been prepared and approved by the Utility Commission to be submitted on behalf of
the City of Rosemount.

Dear Andrew:
The Vermillion River Watershed Joint Powers Organization ( VRWJPO) invites you to provide information
that will help us update the Vermillion River Watershed Management Plan.
The Vermillion River Watershed Management Plan describes priority issues and goals, and guides
activities to protect and improve water quality and quantity in the watershed. Every 10 years, by state
law, the VRWJPO is required to update the Plan, which was first completed in November 2005. The next
generation Plan will be completed in 2015. We are starting the process by gathering information and
ideas from stakeholders and interested parties.
Please provide any information pertinent to the watershed planning process or the Vermillion River
watershed to the VRWJPO staff, via phone, e-mail, writing or personal conversation (see Contact Us
below). In particular, we would like to receive information regarding:
Priority issues or opportunities and management expectations for them;
Water management goals for the next 10 years; and
Water- resource - related data, reports, or other relevant materials.
We also welcome other comments about the Watershed Plan, watershed conditions, or VRWJPO
administration. Please provide your information and ideas by September 15, 2013. The VRWJPO will
compile the information collected, schedule an open house to share and discuss the information, and
ask for additional ideas. We will also outline the planning process and timeline for completing the
updated Watershed Plan. To look at the 2005 Plan, visit www .vermillionriverwatershed.org, and search

Much has changed since the 2005 Plan was completed, and much has been accomplished. We are
excited to work with you to identify issues and opportunities that will shape watershed management for
the Vermillion River for the next decade. Thank you for your continued interest in the Vermillion River.

Re: Comments for Future Watershed Plan Review
Dear Mr. Zabel:
In response to your request for comments on issues that we might want to be addressed in the
upcoming update of the VRWJPO watershed plan, the City of Rosemount would like to request
the VRWJPO formally consider modifying its stormwater plan (that currently proposes directing
stormwater overflow from Rosemount to the Mississippi River) to direct stormwater overflows
for extreme events from within the City of Rosemount, south and east through Empire and
Nininger Township to the Vermillion River.
In the event this option does exist, 1) would there be restrictions or conditions associated with
the use of these overflows and if so, what would these restrictions or conditions include ?; and, 2)
how would the VRWJPO be able to assist the City with financing the construction of outlets to
the Vermillion River?
