Director $185,425.00 ATTACHMENTS: Concept/Phasing Plan APPROVED BY: RECOMMENDED ACTION: Motion to recommend the City Council receive and reject all bids due to the bids coming in higher than the engineer's estimate, but look to perform the soil corrections for phase one this fall and rebid the rest of the project in early winter. ISSUE The City of Rosemount's 2013 10 Year CIP Working Program includes funding for the construction of four tennis courts. The four tennis courts would be the first phase of an eight court tennis complex. The complex is to be located in Erickson Park. The project was recently publically bid. Bids were received for the project on Friday, August 23, 2013, and were opened and read aloud. There were a total of seven prime contractors listed on the bidder list. A total of two bids were received. The bids were checked for mathematical accuracy and tabulated. The low bid was submitted by Bituminous Roadways in the amount of $456,106.75 for the base bid improvements. The engineer's estimate was $358,033.50. Staff feels there are three viable options for proceeding, which are listed below. Option 1: Award the contract to the low bidder, Bituminous Roadways, for the base bid and any alternate bid items that the City feels necessary for the long term vision for this facility. This will result in higher than expected construction costs, but will result in 4 courts ready for play in the spring of 2014. Option 2: Reject all bids and look to complete the soil corrections needed for phase one of the project this fall. We would get quotes on the soil correction only, based on our purchasing policy, and get the project moving forward. We would then rebid the reminder of the project during the early winter with a lengthened construction schedule. We anticipate the project could be ready for play in early - summer of 2014. The hope is that rebidding the project in early winter could attract more bidders and would allow us to extend the project timeline if needed, which were both comments staff heard from bidders this summer. There is added cost associated with rebidding the project due to advertisements, repackaging and issuing, answering bidder and supplier questions, etc. There is also the risk of similar or higher bids, as historic trends are not guaranteed. Option 3: Reject all bids and rebid the entire project during the early winter with a lengthened construction schedule. We anticipate the project could be ready for play in mid- summer of 2014. The hope is that rebidding the project in early winter could attract more bidders and would allow us to extend the project timeline if needed, which were both comments staff heard from bidders this summer. There is added cost associated with rebidding the project due to advertisements, repackaging and issuing, answering bidder and supplier questions, etc. There is also the risk of similar or higher bids, as historic trends are not guaranteed. SUMMARY Staff is recommending the City Council choose option two, reject the bids, perform the soil corrections for phase one and rebid the rest of the project in early winter.
