BACKGROUND
The Danbury Way Street and Utility Improvement Project, City Project 453 was previously brought before
the City Council at the Work Session on August 14, 2013. As discussed at that time, the condition of
Danbury Way has deteriorated significantly over the past several years and maintenance of the roadway has
become a growing challenge. This project was previously scheduled to be completed in 2010 but was
deferred to advance other projects within the city.
At the August 14 meeting, it was discussed that the improvement of Danbury Way is currently scheduled
for 2015/2016 due to the amount of City funding required. There was discussion by the Council about
the possibility of advancing the project schedule for Danbury Way to 2014. Based on the available balance
in the Street CIP Fund, there is available funding to complete the project in 2014. This may require the
deferment of the Shannon Parkway (145`'' Street to Connemara Trail) and Carrolton 2 "d Addition
neighborhood to either 2015 or 2016. Bonding of the project also appears possible provided that 20% of
the project can be assessed which is a requirement of Chapter 429 bonding in the state statutes. Bonding
would allow Shannon Parkway and other scheduled projects to proceed as currently scheduled, but would
add about $100,000 in interest and bond issuance costs to the overall project costs.
A neighborhood meeting is planned for Danbury Way residents. Staff is requesting discussion and
direction from City Council regarding the timing of the Danbury Way project and whether or not 2014
construction of Danbury Way should be presented as an option at the neighborhood meeting. Should the
neighborhood show interest to move forward with the project in 2014, a wetland delineation will need to
be completed by October 15, 2013 along with survey work. This work should be authorized to keep the
option open for 2014 construction.
SUMMARY
Staff is seeking discussion and direction from Council regarding options for the timing for the Danbury
Way Street and Utility Improvement Project, City Project 453.
