Werner, Chief of Police AGENDA NO. 3 ATTACHMENTS: None APPROVED BY: RECOMMENDED ACTION: None BACKGROUND The Police Department recently completed an extensive testing process for police sergeant to fill two vacancies. Officer Mikael Dahlstrom was selected to fill the first vacancy and started his duties on August 23, 2013. Officer Ryan Coughlin was selected to fill the second vacancy and will start his duties on September 20, 2013. Sergeant Dahlstrom has 7 years of experience with the Rosemount Police Department. He has served as a patrol officer along with the specialty assignments of Field Training Officer, Drug Recognition Expert, Dakota County Mutual Aid Assistance Group (MAAG) Team Leader, and Police Response to Active Shooter Instructor. He holds a Master of Arts degree in Criminal Justice and Leadership from Concordia University and a Bachelors of Arts degree in Criminal Justice from the University of St. Thomas. Sergeant Ryan Coughlin has 7 years of experience with the Rosemount Police Department. He has served as a patrol officer and rotating investigator along with the specialty assignments of Field Training Officer, Evidence Room Custodian, Use -of -Force instructor and Crime Scene Officer. He holds a Bachelors of Science degree from Metro State University and is currently conducting his course work for a Master of Arts degree in Criminal Justice with Concordia University. The sergeant testing process included a comprehensive written exercise and an oral interview panel. Eight police officers, or nearly half the police department's sworn - officers, tested for the position. The candidates were evaluated by two panels consisting of City department directors, Police Department staff, Chief Law Enforcement Executives of neighboring agencies, and leaders from Rosemount schools, the business community, and a faith -based organization.
