Declare Surplus Property4ROSEMOUNT CITY COUNCIL City Council Meeting: September 17, 2013 EXECUTIVE SUMMARY ISSUE: The Public Works and Fire Departments are requesting that the City Council declare certain equipment as surplus property. This declaration will authorize staff to appropriately dispose of these items. BACKGROUND: Public Works The Public Works safety equipment listed below was purchased in April, 1998. Because of its current age and condition, it requires an annual inspection at an out -of -state facility. To avoid being without critical safety equipment during these inspections, the equipment was replaced with a new safety system in March, 2010. Because of this, the old safety system is no longer needed in the department. The Public Works safety equipment to be declared surplus includes: Asset Description S/N Model 001209 Personnel Winch with Steel Cable 1748 French Creek 001210 Confined Space Entry System 3635 French Creek Fire Department The Fire Department has recently replaced approximately 1,200 feet of 4 -inch hose with new 5 -inch hose. The old hose had 12 100 -foot sections that were between 5 and 25 years old. The new larger hose will provide more reliable and efficient service with higher volume of water flow. Because of this, the old 4- inch hose is no longer needed in the department. Its estimated salvage value is approximately $2,500. SUMMARY: Once the items have been declared surplus property, staff will attempt to sell them using the League of MN Cities website and /or other online resources, or to another interested party. This process of selling surplus equipment is the same process that has been used previously to dispose of surplus equipment. Staff recommends Council authorization to declare these items as surplus property and authorize staff to sell or dispose of them.
