Director Le,f/, ATTACHMENTS: Scope of Services Agreement APPROVED BY: Dal RECOMMENDED ACTION: Staff is recommending the City Council approve entering into a professional services agreement with WSB to provide Engineering and Landscape Architect services for the first phase of the Central Park Splash Pad as identified in the attached Scope of Services document that would include the services outlined in items A, B, C for an estimated cost of$129,789. ISSUE At the City Council work session meeting on September 11,2013,the City Council reviewed the concept plan for the splash pad project and other improvements to Central Park. Staff placed stakes in the ground and used paint to mark where the future amenities would be located. The site was toured and there was support to move forward on the next step for the project which is to start the design process for the first phase of the project. The attached scope of services agreement from WSB includes the necessary tasks needed to complete phase one of the proposed improvements which are outlined in red on page eight of the professional services proposal. The cost of the of the professional services proposal have been broken out into the categories listed below: ITEM Cost Item A - Final Design and Bidding $ 81,952 Item B - Contract Administration, Surveying,Material Testing $ 43,808 Item C -Water Reuse Assessment $ 4,029 $ 129,789 Item D—Construction Inspection (as needed) $ hourly SUMMARY Staff is recommending the City Council approve entering into a professional services agreement with WSB to provide Engineering and Landscape Architect services for the first phase of the Central Park Splash Pad as identified in the attached Scope of Services document that would include the services outlined in items A, B, C for an estimated cost of$129,789. City of Rosemount,MN Dear Mr. Schultz: WSB &Associates is pleased to present this proposal for professional services related to the splash pad development in Central Park and relocation of hockey rinks to Jaycees and Bloomfield Parks.The scope of services presented in this proposal are based on discussions with the City of Rosemount,preliminary concept planning completed by WSB,and our familiarity with the project area. WSB will coordinate with all subconsultants and complete all work in accordance with the master services contract for City Engineering Services between WSB and the City of Rosemount. For reference we have attached the following: • EDT's proposal for electrical/lighting related consulting services PROJECT UNDERSTANDING: This splash pad project is being developed within the current hockey rink area in Central Park,which is owned by the City of Rosemount. The hockey rinks will be relocated to Jaycees and Bloomfield Parks. Design will be performed in the fall and winter of 2013.Bidding is scheduled for early spring of 2014 with the construction beginning in the spring of 2014. In order to complete the project,we propose the following scope of services which outlines our tasks and deliverables: A. SCOPE OF SERVICES"A"—Final Design and Bidding: 1. Project/Focus Meeting:The general purpose of the focus meeting is to confirm key individuals,vendor contact,staff members,etc.who will be involved in the project or have information that will affect the project,and general review and discussion about the issues and concerns related to this project. 2. Geotechnical investigation and recommendations Soil boring exploration and analysis will provide information needed for design of the structural slab and miscellaneous footings associated with the Central Park site. Specific work includes: a. 4 standard penetration borings @ 10' each b. Logs for each boring c. Boring layout d. Lab tests(moisture content) e. Geotechnical report 3. Design Development: Shall include the preparation of written text, plans, photos, product info,and other drawings necessary to describe the design, materials,colors, textures in sufficient detail for the OWNER to grasp the appearance and function of the improvements. a. This includes review and use of appropriate design standards for listed facilities and preparation of design development drawings.The drawings include refined site facility layout,landscaping,grading,removals plans,site utility plans,site lighting plans,etc, and details as required.Outline specifications, including general and technical sections, will be prepared.The bid form outline will be prepared and used to estimate construction costs. b. An estimate of the cost to construct these improvements will be refined based on these documents.From this estimate the OWNER shall determine which of the improvements shall be included in the final phase of design,(Construction Documents). 4. Once the design options are fully explored and selected through paragraph A3 above, WSB will prepare final Construction Documents for the improvements as approved by the OWNER for inclusion in this project.These documents shall include plans,details, and specifications in sufficient detail for the OWNER to pursue competitive bids for the construction of the improvements. Specific scope of work for this task will include: a. Construction Plans including: i. Title Sheet ii. Site Removals Plan iii. Site Layout Plan • Central Park • Jaycee Park Hockey Rink • Bloomfield Park Hockey Rink iv. Site Grading Plan • Soil borings will be utilized to ensure there is sufficient good material for hard surfaced areas,topsoil for green common spaces and for structural design aspects. • Erosion control and site SWPPP plans as necessary • Temporary sedimentation basins as necessary • Onsite soils are assumed to be free of hazardous materials. • Spot elevations for key finished grade elements • ADA grading design of trails,sidewalks,and other site facilities as appropriate for this phase of the project. v. Splash pad equipment plan—coordination with City's splash equipment manufacturer for flow through system and incorporation of package into final bid documents vi. Permits: a. Completion and submittal of the NPDES Phase II stormwater permit($400 application fee included)at 90%plan completion. Assumes erosion control plan, SWPPP,and required erosion and sediment control details. b. Minnesota Department of Health Permit c. Completion and submittal of City of Rosemount grading permit(application fee not included)prior to start of construction. d. Completion and submittal of City of Rosemount building permit for onsite water services only(application fee not included)prior to start of construction. 6. Bidding Assistance—It is understood that the Central Park project will be bid as one single package and that the hockey rinks at Jaycee Park and Bloomfield Park will be quoted out as separate project(s)by CITY staff.WSB will provide services for bidding assistance associated with the Central Park project including the following: a. Advertisement for bids b. Coordinate online plan set availability to Contractors c. Field questions from Prospective Bidders d. Issue addenda as necessary e. Attend the bid opening f. Prepare tabulation of bids g. Prepare letter of recommendation for contract award 7. Deliverables: a. One complete paper and digital set of design development materials,construction drawings, specifications and final estimate of probable construction costs at 50% completion,95%completion,and 100%final completion. b. Addenda during bidding c. Bid tabulation d. Letter of recommendation to award contract 8. Meetings to be held in Rosemount: a. SCOPE OF SERVICES "—Contract Administration/Sur ve in /Material Testing I. Construction administration will include the following tasks: a. Conduct Pre-construction Conference and weekly meetings. WSB will schedule and lead the pre-construction conference. We will also attend weekly meetings during the project to allow for pro-active communication with the contractor, which will maximize efficiency during the construction. WSB will provide all services necessary to answer contractor questions and provide design intent and clarification for any issues that may arise during the project, including review of shop drawings. c. Review pay applications prepared by contractor and make recommendations regarding payment d. In the event of changed conditions during the project,WSB will prepare and distribute any necessary change orders to expedite the work in the field. e. Material testing services: i. Density testing—nuclear gauge ii. Proctor moisture-density relationship of soils iii. Mechanical Sieve Analysis/Grading iv. Bituminous field density testing of base/wear course v. Concrete compression testing—6 cylinders vi. Concrete testing slump,air,temp f. Substantial completion meeting and punchlist g. Final Project Completion review meeting 2. Construction Surveying-WSB &Associates,Inc. will provide a survey crew as needed to perform the following services for the construction of the project: a. Preparing coordinate data for staking b. Utility staking(water,storm, sanitary) c. Grade staking d. Trails,curbs, walls e. Splash pad perimeter edge and low points/drains within splash pad. f. Shelter columns and concrete pad g. Hockey rinks h. As-built survey 3. Record Drawings—WSB &Associates, Inc. will complete record drawings based on construction notes and the information gathered during the as-built survey. ADDITIONAL SERVICES The following scope of service items are provided for the CITY's consideration for inclusion in the project. C. ADDITIONAL SERVICES"C"—Water Reuse Assessment: 1. Gather background technical info on splash equipment water usage,etc to facilitate options under consideration. 2. Evaluate feasibility of options,and estimate of costs related to splash pad gray water reuse.Options may include the following: a. Evaluate combining options above 3. Write technical memo summarizing results. 4. Meet to discuss findings with CITY D. ADDITIONAL SERVICES"D"- Construction Inspection: 1. WSB will provide a construction inspector for the project that is familiar with construction projects within the City of Rosemount.Construction Inspection services will be provided at hourly rates and will include. a. Survey coordination b. Materials testing and certification coordination c. Oversee contractor operations on site d. Prepare construction diaries/progress reports as necessary e. Records for as-built drawing preparation E. CONDITIONS AND EXCLUSIONS 1. We will provide all of the professional design services,required to complete the plans and specifications as required for bidding the improvements for this project except the following: a. Water reuse system—since options for water reuse have not been assessed at this time and it is unknown whether or not this is feasible or how extensive such a system may be,our scope of services and fees are limited to assessment and recommendations for this proposal. b. Hazardous waste engineering c. Archeological services d. Ecological design services WSB can add these items to our scope at additional fee if they become required. 2, Any additional work or change in project scope will be completed on an hourly basis to be billed in accordance with WSB &Associates' general services contract with the City of Rosemount. 3. City of Rosemount may terminate project with written notice,but shall be responsible for fees incurred to date. F. PROPOSED FEE: 1. Item `A'—Final Design and Bidding: WSB &Associates and their identified team of subconsultants will provide the services as outlined in Scope of Services Paragraph"A" above for an estimated hourly fee of$81,952.00. 2. The project includes providing lighting of two exterior hockey rinks,splash pad,and Park Shelter. Following is a summary of the services that we propose, I. Scope of Services: A. We propose to accomplish the above scope of services at a lump sum fee of$12,000 plus reimbursable expenses. B.
