ISSUE
At a recent work session the operation of the Rosemount Middle School warminghouse was discussed.
Staff were asked to look into the number of people who use the warminghouse and the costs that are
involved in operating the site.
Listed below is data regarding number of rinks, days of operation,and attendance at the winter skating
locations that the City operates.

With regards to the Rosemount Middle School rink, the City spends approximately$1,400 on the rental of
a portable shelter, approximately$2,700 on staffing the shelter and approximately$8,500 to develop and
maintain the rink. The cost to operate the rink lights and shelter is paid for by the school district. The
school district use is not included in the total user category listed above because they do not use the shelter
and we do not track how many students use the ice. Staff is aware that they do use the ice for physical
education classes and also for special activity times at the school.
Staff is asking that the City Council discuss the operations of the warminghouse at Rosemount Middle
school and provide direction to staff.
Should the City Council choose not to have a warminghouse this year at Rosemount Middle School, staff
would recommend that the ice be installed and maintained for at least the 2013-2014 outdoor ice season
and that discussions take place between staff from the City and Rosemount Middle School regarding the
future needs for outdoor ice at the school.
