Awareness Month
ISSUE
According to the U.S. Department of Justice, domestic violence is defined as a pattern of abusive behavior
in any relationship that is used by one partner to gain or maintain power and control over another intimate
partner. Domestic violence can be physical, sexual, emotional, economic, or psychological actions or
threats of actions that influence another person, and can happen to anyone regardless of race, age, sexual
orientation,religion, or gender. Domestic violence not only affects those who are abused, but also has a
substantial effect on family members, friends, co-workers, other witnesses, and the community at large.
The Minnesota Coalition for Battered Women reports in Minnesota in 2012:
At least 14 women were murdered in cases where the suspected, alleged, or convicted perpetrator was a
current or former husband, boyfriend, or intimate partner.
At least 3 friends, family members, or interveners were murdered in domestic violence-related
situations.
At least 1 man was murdered in a case where the suspected,alleged, or convicted perpetrator was a
current or former intimate partner.
At least 11 minor children were left motherless due to domestic violence murders.
The Rosemount Police Department takes an active approach to make the community aware of the risks of
domestic violence by holding offenders accountable and supporting victims. The Department's partners
include the,prosecuting attorneys offices, courts, the probation system,advocacy groups,and non-profit
organizations. Declaring October Domestic Violence Awareness month is an opportunity to promote
justice,provide safety,and underscore the commitments made by organizations to end violence at home
and demonstrate to victims they have a voice.

APPROVING RESOLUTION TO DECLARES OCTOBER DOMESTIC VIOLENCE
AWARENESS MONTH
Whereas, domestic violence is defined as a perpetrator's systematic use of economic,emotional,
psychological, sexual, and/or physical tactics to degrade and dominate their intimate partner and children;
and
Whereas, safety is a basic human right and domestic violence affects all Minnesotans, occurring in all
racial, social,religious, ethnic,geographic,and economic groups;and
Whereas, the perpetrators of domestic violence not only violate the rights of their victims, they also
endanger children, traumatize families, and undermine the economic stability,safety, and wellbeing of our
communities; and
Whereas, survivors of domestic violence have bravely confronted its legacy by leading multidisciplinary
coalitions of advocates and families to support victims and educate communities; and
Whereas, the Minnesota Department of Public Safety, Office of Justice Programs reports that in 2012
more than 63,200 primary victims received services from battered women's shelters,domestic abuse
agencies, and the eighty-four programs that comprise the Minnesota Coalition for Battered Women;and
Whereas, the dangers presented by domestic violence have been tragically illustrated by at least eighteen
domestic violence homicides in Minnesota in 2012; and
Whereas,Domestic Violence Awareness Month is an opportunity to promote justice,provide safety,and
underscore the commitments made by organizations to end violence at home.
Now, therefore,be it resolved that the City Council of Rosemount, Dakota County,Minnesota hereby
authorizes its Mayor to declare October Domestic Violence Awareness Month.
