Minutes of the October 15, 2013 Regular Meeting Proceedings ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS OCTOBER 15, 2013 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, October 15,2013 at 7:30 p.m. in the Council Chambers at City Hall, 2875 145th Street West,Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe-Corrigan, Weisensel and Demuth attending. Staff present included City Administrator Johnson, City Clerk Domeier, Community Development Director Lindquist, Finance Director May,Director of Parks and Recreation,Assistant City Engineer Olson, Police Chief Werner and City Attorney LeFevere. The Pledge of Allegiance was said. ADDITIONS OR CORRECTIONS TO AGENDA City Administrator Johnson proposed that item 6.d. Resolution to Declare October Domestic Violence Awareness Month be moved to item 3.b. as a presentation. Motion by Droste. Second by Shoe-Corrigan. Motion to Adopt the Agenda. Ayes: 5 Nays: 0. Motion carried. PRESENTATIONS, PROCLAMATIONS AND ACKNOWLEDGMENTS 3.a. Special Event Update—Halloween Trail Representatives of the committee provided an update on the event for 2013. 3.b. Resolution to Declare October Domestic Violence Awareness Month Police Chief Werner provided information about Domestic Violence Awareness Month. Motion by DeBettignies. Second by Shoe-Corrigan. Motion to Approve Resolution to Declare October Domestic Violence Awareness Month Ayes: DeBettignies, Shoe-Corrigan, Droste,Weisensel, Demuth Nays: None. Motion carried. (Resolution 2013-79) CONSENT AGENDA Motion by DeBettignies. Second by Demuth. Motion to Approve the Consent Agenda with revision of moving item 6.d. a. Minutes of the October 1, 2013 Regular Meeting Proceedings b. Bills Listing c. Budget Amendments (Resolution 2013-80) d. Resolution to Declare October Domestic Violence Awareness Month (Resolution 2013 e. Ice Rental Agreement with Independent School District 196 f. Arena Concessions Agreement ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS OCTOBER 15, 2013 g. Adopt Assessment Roll- Greystone 2nd Street and Utility Improvements, City Project 449 (Resolution 2013-81) h. Adopt Assessment Roll—Outlot A,Prestwick Place 3rd (Resolution 2013-82) i. Adopt Assessment Roll-Prestwick Place 7th Street and Utility Improvements, City Project 448 (Resolution 2013-83) Ayes: Shoe-Corrigan, Droste,Weisensel, Demuth, DeBettignies Nays: None. Motion carried. NEW BUSINESS 9.a. Request to Adopt the UMore Final Alternative Urban Areawide Review (AUAR) Community Development Director Lindquist provided a summary of the staff report. Council Member DeBettignies noted for the public that Empire Township adopted a Resolution recommending that the City of Rosemount adopt the AUAR. Mayor Droste stated that many public meetings have taken place for the project and comments were received from governmental entities and the public. Council Member Demuth questioned the agreement with the Department of Defense and the Army Corp of Engineers for the clean-up timeline. Mr. Lott stated the parties have met and the University was waiting for additional communication on the issue. Council Member Shoe-Corrigan talked about the green and open space being proposed. She questioned how community could get involved in shaping the space. She encouraged staff and the University to incorporate the citizens into the process. Discussion was held about the process. Council Member Weisensel pointed out that 20% equals about 1,000 acres of green and open space. A current University student questioned if the project would include futuristic transportation. Assistant City Engineer Olson stated that the AUAR was developed on the standards we have today but as we move forward submittals can be adjusted. He added that there is flexibility in the future but the plan has been set up using planning standards of today. Further discussion was held on transit studies in the region and the what the market will be bear in planning at the UMore site. Motion by Weisensel. Second by Shoe-Corrigan. Motion to Adopt a Resolution Adopting the Final Alternative Urban Areawide Review (AUAR) for the UMore Study Area. Ayes: Droste,Weisensel, Demuth,DeBettignies, Shoe-Corrigan Nays: None. Motion carried. (Resolution 2013-84) ANNOUNCEMENTS Mayor Droste reviewed the calendar of events. The next City Council meeting will be held on Tuesday, November 5, 2013 at 8:00 p.m.with a special work session following the meeting.
