ISSUE Staff would like to discuss two items with the City Council regarding the development of the splash pad. The first item is the recent Request for Qualifications (RFQ) that was sent out to splash pad equipment vendors. The second item pertains to a design theme for the splash pad. 1. RFQ -The City recently sent out a Request for Qualifications (RFQ) to splash pad equipment vendors. We need to add splash pad equipment specifications to our overall general specifications package for the project. This is what the splash pad vendor will supply to us. In our project specification,we will identify the splash pad equipment that is to be supplied for the project and then general contractors can bid on this equipment or propose similar equipment that meets our specifications.This equipment will be approved by the City prior to bidding. The attached RFQ was sent to four vendors who represent splash pad equipment companies. Also attached are the qualification submittals that staff received from the vendors.An RFQ Comparison Spreadsheet was created to summarize the proposals. The RFQ submittals have been reviewed by staff and also by the Parks and Recreation Commission.The Commission made a recommendation to work with Commercial Recreation Specialist/Vortex. The Commission also recommended that we look closer at a recirculating water system and the reuse of the water. Staff supports the Parks and Recreation Commission's recommendations. 2. Splash Pad Design—Three concept plans with different themes have been developed for the splash pad. Staff would like to get feedback from the City Council on the concept plans, themes and any specific features you would like to include in the project as we move forward. The next step for this project would be to take the feedback received at this meeting and refine the project into a final plan.We will also be working with the splash pad vendor to identify the equipment we will use for the project. Staff expects to provide an update on the project to the City Council in January. 4 ROSEMOUNT PARKS AND RECREATION Request for Qualifications Splash Pad Project, Rosemount, MN The City of Rosemount is interested in working with a splash pad vendor on designing a new splash pad in Rosemount's Central Park.The Parks and Recreation Department is accepting qualification materials from local vendors who have previous experience with designing splash pads and having their equipment installed at local parks or other recreation areas in the state of Minnesota.The vendor who is chosen to work with the City on this project will have their equipment included in the final specifications for the project that will then be put out to bid. Project Summary/Concept: The City of Rosemount is interested in installing a splash pad in the spring of 2014.A concept plan has been created and includes multiple phases for the project.The first phase will include an approximately 3,000 sq foot splash pad using a flow through water system and a 30'by 30'sun shelter. The future phases of the project will include a large community playground and a multi-purpose space to be used for a variety of seasonal uses such as winter ice skating, community festivals and special events.Attachment A is a concept plan for the project. Project theme: The City is interested in pursuing a theme based on a natural setting that would include natural colored concrete,possible exposed aggregate,boulder walls,and other natural landscaping.The City would like to have the splash pad design use more ground spray devices than overhead spray devices.Staff expects that the final design will have approximately 75% ground spray devices and 25%overhead devices.Attachment B shows an existing splash pad that the City of Rosemount will possibly use as a model for our splash pad. Project Location Site: Central Park,2893 145th Street West,Rosemount,MN 55068 Budget: The budget for this project has yet to be determined.We will develop estimated budget as our planning/design process moves forward Eligibility: Applicants must have had their equipment installed at two or more splash pads in Minnesota within the last five years. Submission Requirements: Interested providers should submit the following materials: • A letter of interest with contact information. (limit to 1 page) • Information on product flow rates options. (limit to 2 pages) • Information regarding your ability to switch out nozzles/apparatus in the future to achieve different splash settings. (limit 1 page) • Details about who performs warranty repairs,makes service calls,what is the standard time for diagnoses of problems and delivery of parts. (limit to 2 pages) • Background on projects installed in Minnesota-Please include owner contacts/references. (limit to 3 pages) • Up to eight images of work samples similar to what City of Rosemount is considering. • What makes your product more desirable than others on the market? In designing our aquatic play features,we recognized the need to balance the play value and water effects offered by high water flow features with water conservation techniques. As a result,Waterplay offers high flow and enviro-flow nozzles in the majority of our components without unduly impacting play value. This approach enables our clients to choose the water consumption that is best suited to their environmental needs. For example,in a potable,drain to waste park,enviro-flow nozzles are recommended while high flow nozzles are well suited to a pool environment. Equipment Flexibility: Waterplay equipment is flexible and allows for different nozzle installations on different pieces of equipment. Waterplay equipment uses acetal nozzles to improve the longevity,play value and maintenance of the nozzles. Over time,Waterplay found that the dissimilar metals used with brass nozzle installations bind together making it difficult(often impossible)to remove the nozzles for maintenance. Acetal has proven to outperform brass nozzles and reduce maintenance costs over the life of the facility. All the equipment is also compatible with the DEX installation system that allows for easy removal or switching of equipment.The Detachable Exchangeable anchorage system(DEX) is an excellent solution when you are looking at phasing your installation to span across multiple budget years.By planning your long term design carefully,you can maximize the use of your budget over time.In addition,if you are installing multiple parks in a relatively small geographical area,you may be able to swap components between parks to keep your installations fresh and inviting.Meticulous design planning needs to go into a DEX installation but the unique benefits and flexibility you gain may outweigh the additional up front investment. Some options to consider: Phased Installations: Phase I =site preparation,concrete pad,footings,and some features Phase II =purchase and installation of additional features Pool Installations:complete pool with feature footings for later addition Flexibility:swap features between parks each year to refresh the look Maintenance:remove features for repair if required.A DEX installation has some unique technical considerations that you need to be aware of as you begin to plan your installation.Key points to keep in mind include: 1.The DEX system can be used only with above grade features and is NOT compatible with ground sprays, deck sprays, interactive musical components,water spraying activators and select features such as the Froggie-O due to unique footing requirements to accommodate the side legs.If a Frog feature is desired,an 0-riginal with a frog graphics panel can be used with the DEX. 2.Any 2 footed components(e.g.Water-O's,Rainbows,Archie, Kokospilli,etc.) require additional installation considerations.A template is required to keep the component footings in line and the installer will need to be vigilant when pouring the concrete to ensure the distance between the footings and the alignment is accurate. 3.Only components with the same pipe diameter and footings can be exchanged. 4.It is important to carefully consider the reasons for installing a DEX system. The greatest benefit comes from its use in a phased installation.If DEX is only being considered to enable feature swapping, it is important to weigh the value and practicality of doing this against the additional cost.The features are stainless steel and very heavy.They don't lend themselves to being moved easily and could be subjected to damage if not carefully wrapped. 2 5. There is an additional cost associated with a DEX footing if the feature has two footings,the cost of 2 shipments if the DEX is being shipped in advance of the features and the cost of the installation templates if it is being used on a 2 footed feature. Using a DEX footing is an excellent option for adding flexibility into your park during installation and after. If you are considering DFX,look carefully at the costs and benefits associated with the installation to ensure that you get the most value out of your installation. Warranty and Service: Warranty Waterplay backs their equipment with an industry leading 25yr warranty.Waterplay also maintains a permanent staff of Product Support Specialists to help with troubleshooting and warranty issues.As the local representative Flagship Recreation would be the contact for warranty work should any arise.Most parts and features that do not require fabrication are shipped within 48 hours.Some pieces that require manufacturing can take up to three weeks depending on seasonal demands on the production team. Flagship Recreation maintains a permanent full time service staff member to handle warranty issues in coordination with our installer.
