Chief Voelker ISSUE In an effort to enhance the skills and command experience of current Rosemount Fire Department Officers, Fire Chief Schroeder recommended to Retired Fire Chief Aker one year ago to add an additional officer vehicle to the command staff of the department. This additional vehicle will potentially aid in officer response to day calls as a third officer vehicle can be utilized by officers who have the ability to respond from work for day calls. Firefighter response for day calls has historically been low, especially in the area of officer or command staff. DISCUSSION This third officer vehicle is to be shared among all four Captains of the Rosemount Fire Department. This is a new concept for the Rosemount Fire Department and the final outcome as to its survivability is yet to be determined. There is the potential that two of the Captains (Dyson and Engelmann) will utilize the officer vehicle for a three month period at a time to enhance officer presence during the day. The other two Captains will have the option to obtain the officer vehicle on weekends to increase their on scene officer skills. Both vehicles will carry the same equipment. Assistant Chief Voelker has many duties that include responding to calls and on scene command, attends various meetings that include meetings at Dakota Communication Center, Wakota meetings, Dakota County Chief's meetings and other meetings as a representative of the Chief. Assistant Chief Voelker also is responsible for the shuttling of fire trucks when repairs are needed and running for parts and supplies that are needed for the fire department. RECOMMENDATION As Fire Chief, I recommend the 2014 Tahoe be assigned to Asst. Chief Voelker. He will better utilize the vehicle and it will be better taken care of as it is in the hands of one person. Weekend Call Totals from July 2012 through June 2013: • Calls ranged from 4:00 Friday through 7:00 Monday morning. • These are calls that Asst. Chief Voelker or myself will be chief officer on. Chief Voelker will be in a command position much more than Captain Dyson or the other Captains. • Third officer vehicle to be rotated so Captain Dyson will not have truck at all times. • Captain Engelmann will also do a rotation of the third officer vehicle for 3 month rotation. • Other Captains will also utilize truck on weekends at their choice. • Asst. Chief Voelker's responsibilities also include attending regularly scheduled meetings representing RFD. • Both vehicles would have the same equipment. • Not all Captains have the ability to store the officer vehicle inside. • Asst. Chief Voelker also has to shuttle fire trucks when repairs are needed as well as pick up parts and supplies needed for the fire halls. • Asst. Chief Voelker also responds to mutual aid calls when neighboring departments request an additional chief for on scene command.
