SUMMARY At the last work session, staff discussed the various sustainability programs and specifically discussed application for the Leadership Program from STAR Communities. Staff did apply and expects to hear from the organization soon as to whether Rosemount was chosen or not. In the meantime, staff has put together a responsibility matrix of each of the STAR Communities items and assigned a staff person(s) to the task. The matrix is included for the Council's information. As discussed previously, the Council was interested in an estimate of the time to complete the STAR Communities project. While initially 100 hours was estimated, staff did ask one community who has initiated the process and is further along. Staff contacted El Cerrito, CA which is a city in the Bay area with a population of approximately 25,000. The project manager indicated they are approximately 1/3 done with the evaluation process and she estimates that the City has spent approximately 170 hours so far. Therefore, extending the math, the exercise would take approximately 540 hours.As the project manager,it was estimated the lions share of time spent was her time, approximately 150 hours. Because Clarissa is the overall project manager,with assistance from Jason Lindahl,it is expected more time would be allocated to them. However, because we are allocating the questions to the most appropriate staff person, there will be more time taken by various staff members. It is assumed that the allocation method is the most efficient as people who have knowledge in a specific area, or access to applicable information,were allocated the task. As part of the council conversation there was a question about what projects and programs is the Community Development Department responsible for. This question came up in recognition that there is less residential development in the community than previously. Attached is a listing of projects the staff has been working on. Some of them are on-going assignments, some specific to recent applications. They are representative of the type of work the department does. STAR Communities Innovation Process Password to make changes: STAR This section is different from the other 7 Goal Areas in that it lacks the usual "Outcomes" and "Local Actions". Rather, it asks for illustration in the form of written statements of how the community addresses issues of innovation and process. It appears the scoring of this section depends on the work product submitted. IP-1: Best Practices & Processes Kim / Dwight Possible Points-5 Local governments continually make decisions, expenditures, and investments that affect community sustainability. The strength of local decision-making is informed by community input, public planning efforts, regulations, and internal coordination across government departments and agencies. Effective practices and processes are therefore critical to ensure that local decisions lead to sustainable outcomes and do not unfairly burden particular constituencies. The Best Practices & Processes credit area rewards applicants that demonstrate leadership in their efforts to effectively and innovatively engage the public, plan for their community's future, leverage public resources, establish rules and regulations that advance sustainability and equity, and institutionalize transparency and sustainability. At present, there are 3 specific Best Practices & Processes credits available: a. Comprehensive Planning; b. Public Engagement; and c. Codes & Ordinances. Applicants may select one and receive a full 5 points for achievement. If applicants have another specific best practice or process that they believe is worthy of credit, they may apply for credit in the Local Innovation category. STAR Communities Innovation Process IP-2: Exemplary Performance Kim / Dwight Possible Points - 10 The Exemplary Performance credit recognizes jurisdictions that are demonstrating performance levels that exceed the leadership standards outlined by existing Community Level Outcome measures. Applicants are encouraged to submit a proposal for additional points if performance in one or more Outcome measures is believed to represent a significant improvement. Determination of significance varies by Outcome; applicants are expected to provide an analysis supporting their claim of exemplary performance. Exemplary Performance points are only available for Community Level Outcome measures within existing STAR Objectives. Local Actions are not eligible for Exemplary Performance points. For jurisdictions showing exceptional sustainability performance in areas not currently represented by the system's Community Level Outcome measures, applicants are encouraged to consider applying for points under the Local Innovation credit. Applicants can submit up to 4 Exemplary Performance credits; however there are only 10 points total available through this credit area. For each credit, applicants must identify a specific STAR Objective, its associated Goal Area and the specific Outcome for which credit is being pursued. Additionally for each the applicant should propose the additional number of points requested for attaining this level of performance, and provide a description as to why that level of points is justified given the existing points framework of STAR. See Technical Guide for more details. IP-3: Local Innovation Kim / Dwight Possible Points - 10 The Local Innovation credit is intended to serve as the mechanism to recognize jurisdictions for approaching and measuring sustainability in creative, effective ways. While the rating system attempts to be comprehensive in its approach, sustainability is a continuously evolving discipline. Local Innovation points can be requested by proposing new evaluation measures (Outcomes or Actions) and even new STAR Objectives. Evaluation measures that have a history of success within a jurisdiction that are not present within the existing rating system may be submitted for additional points. Similarly, if a jurisdiction has identified an Objective-level sustainability issue and has developed a comprehensive strategy for addressing that issue including establishment of evaluation measures, STAR welcomes proposals for consideration. Applicants can submit up to 4 Local Innovation credits; however there are only 10 points total available through this credit area. For each credit applicants must identify a specific STAR Goal Area that the credit fits under. Additionally the applicant should identify the credit type from the following three options, each of which has different evaluation criteria as described below: •New Objective •New Outcome Measure •New Local Action Measure See Technical Guide for more details. STAR Communities Innovation Process IP-4: Regional Priority & Collaboration Kim / Dwight Possible Points -5 The Regional Priority & Collaboration credit recognizes that sustainability is inherently contextual, with priority issues varying from region to region. Applicant jurisdictions are invited to identify up to two sustainability issues of paramount importance to their region, and show evidence of collaborative action with neighboring jurisdictions, businesses, and/or non-governmental entities to address these issues. Regional Priority points are only available for existing STAR Objectives and Outcome measures. If a regional priority issue is not represented in the rating system, jurisdictions are invited to submit a proposal for recognition under the Local Innovation credit. Applicants can submit up to 2 Regional Priority & Collaboration credits; however there are only 5 points total available through this credit area. For each credit applicants must identify a specific STAR Objective and its associated Goal Area that the credit is being applied for under. SUMMARY Sustainability is more in vogue than previously and there are several programs that have come to the City's attention as potential assessment tools to determine areas of improvement.The two programs previously discussed with the Council are the GreenSteps program and the STAR Communities program. We are currently a participant in the GreenSteps program and have been designated a Step 2 City. Regarding the STAR Communities,we are ready to embark on the assessment associated with the metrics of the program. This is a complex process which requires gathering a lot of information and, perhaps,reformatting that information so it is in the form necessary to adequately respond to the questionnaire. On the next page is a quick review of the two programs. Staff has worked on the GreenSteps program from time to time and has attempted to point out when particular action items would meet GreenSteps goals. Implementation of the STAR Communities program is much more time intensive. Additionally, the City was contacted about a Leadership program within the STAR Communities with enhanced service by the STAR staff for an additional cost. More recently staff has been contacted about a program relating to measuring the resources used by a community through ULI, Regional Indicators Initiative, and also there is the Resilient Communities program, while not solely related to sustainability,it does have individual studies that are. Sustainability Programs Criteria GreenSteps STAR Communities Status Fully Implemented Program with Full detailed program available earlier in 47 MN Cities Started in 2010 2013. Leadership program available Jan-Dec 2014. Program Costs None $500 - $5000 (with potential for financial assistance) Certification 3 Levels. Rosemount has Unrated, 3 STAR, 4 STAR, 5 STAR Levels achieved 2nd Level Criteria 5 Topic Areas with 28 Best 7 Topic Areas with 44 Objectives, each of Practices which has 1 —5 measurable Outcomes and up to 12 Local Actions. Scoring Complete/Incomplete with 1 to Weighted Values based on type of Objective, 3 Stars Outcome, or Action. GREENSTEP CITIES PROGRAM OVERVIEW The Minnesota GreenSteps Cities program is a free and fully implemented initiative tailored to Minnesota cities based on the environmental goals detailed in the State's Next Generation Energy Act of 2007. The program includes 5 topic areas and 28 best practices intended to save local governments time and money,reduce energy consumption and encourage innovation. Each best practice can be implemented by completing one or more of the 168 action steps. The program's topic areas and best practices are detailed in the attached table. The table also includes Rosemount's implementation status for each best practice. As noted above, staff completed the GreenSteps program assessment last year and the community was awarded Step 2 status based on completing four required best practices (one each in Land Use and Transportation and two in Environmental Management) and seven optional best practices (three in Land Use, three in Environmental Management and one in Economic and Community Development). To achieve Step 3 status, the City must complete at least 5 more required best practices (1 each in Building and lighting,Transportation and Environmental Management and 2 in Economic and Community Development). These required best practices are detailed in the attached work plan. STAR COMMUNITIES PROGRAM OVERVIEW The STAR Communities program was initiated in 2007 by its founding partners including Local Governments for Sustainability, the U.S. Green Building Council, the National League of Cities, and the Center for American Progress. In 2012, these organizations incorporated STAR Communities as an independent organization with headquarters in the Washington D.C. The mission of this organization is to address the needs of U.S. cities,towns and counties seeking a common framework for sustainability. The program focuses on a wide variety of sustainability issues ranging from environmental issues to arts and culture, civic and human rights, and historic preservation. The program's seven topic areas and 44 objectives are detailed in the attached STAR Communities Rating System chart. STAR Communities pilot phase started in April 2012 with 32 North American cities. The full STAR Communities program became available earlier this year. City of Rosemount currently has a "Participating STAR Community" subscription at a cost of$500/year which simply allows access to 2 the STAR Communities Manual / Framework. In order to become certified,there would be an additional cost of a$1500 "Reporting Community" subscription,and a$1500 Certification Fee. The "Leadership STAR Community" program is available from January 2014—December 2014,at a cost of$5000, to which our current$500 subscription can be applied, and the $1500 certification fee is included. Financial assistance is available for the Leadership program fee as well as program implementation expenses such as additional staff. The program emphasizes the importance of involvement from other community organizations, so applications that include leveraged financial and/or in-kind resources will receive prioritization in the review process. The Leadership program includes out-of-state training but not expenses, for two staff in January, ongoing webinars and support from STAR staff,peer support from other Leadership communities, and assistance in publicizing the initiative. Without the Leadership level commitment, the City will receive one hour of support time from the STAR Communities staff. Application for participation and scholarships are due October 15th. Decisions will be announced November 1s`. Payment for the program is due December 15th. REGIONAL INDICATORS INITIATIVE A third opportunity is the Regional Indicators Initiative which is a community assessment tool relating to energy&water use,vehicle miles traveled, carbon emissions, and waste generated. Information is compiled and then assessed. Please see below for a quick summary,website and article: As a city that has shown its dedication to sustainability,we urge you to consider participating in the Regional Indicators Initiative (RII). This is a great program that tracks five years of data for energy,water, travel,waste, and greenhouse gas emissions on a citywide scale. The attached document gives an overview of the project and you can see the results for the first 20 cities they've completed at the RII website (http://regionalindicatorsmn.uli.org/). This Star Tribune article also does a good job of describing the program. This program is especially valuable to: • GreenStep Cities: helping cities track how effective their selected best practices are at "moving the needle" toward sustainability; • Cities adjacent to the existing or proposed LRT routes: tracking the impact of the light rail on vehicle travel; and • Cities outside the metropolitan area: revealing trends from different areas of the state. The city staff commitment required for this initiative is extremely limited. Staff will be asked to request the energy data from the utility companies (using a form letter and contact information that is provided by the RII team) and provide potable water consumption data. The cost to a city is only$3,000 for 5 years of data (2008-2012), as most of the cost is covered by state grants (through the Minnesota Pollution Control Agency and the Department of Commerce) and pro bono services (from LHB, Inc. and ORANGE Environmental,LLC). It is unclear what the long-term use of the data would be. It could be used for benchmarking against future development in the community. In other words, after UMore (or some portion thereof) would the results be different and how. - 3 RESILIENT COMMUNITIES The Resilient Communities is another program which has sustainability overtones, particularly layered in several projects the City had proposed last year. If the program continues on the same timeline an application would be due next February and with selection of the community in later spring. If chosen,it is anticipated that a significant amount of staff time would be required for oversight and information gathering for the various studies undertaken throughout the year long process. The previous application is attached for the Council's reference but some of the requested studies have been addressed or are not the priority they once were. Staff would expect the new application would be updated to reflect new council goals. CONCLUSION Staff has brought this item to the Council because there are a variety of programs that address certain aspects of sustainability and energy efficiency.There is a range in cost participation for the programs, and in some cases,it is unclear if these programs fulfill Council goals. It is also unclear what the information would provide for further action or next steps. In the case of the Resilient Communities and the STAR Communities, these are labor intensive projects. Furthermore,prior to embarking on the work for assessing the community through the STAR Communities, staff wanted to ensure the Council understood what type of criteria was used in the evaluation and the amount of staff time needed to compile the information. Without laying out a specific work program,it is estimated that city staff time would be in the range of 200 hours to complete the STAR Communities assessment. We do have a planning intern who is organizing the project but right now she is budgeted for one day a week. If the Council wants to move forward with the STAR Communities,it may make some sense to join the Leadership group, as it will provide more resources from the STAR Communities organization to complete the assessment task. Staff is uncomfortable recommending participation in all the above programs as there appears to be outcome overlap and a fair amount of staff and financial resources would need to be dedicated to successfully participate.Anticipating the future, staff questions whether staff has the capacity to participate in the STAR Communities program and support the Resilient Communities program if selected. RECOMMENDATION At this time, staff is requesting direction from the Council about the following: Which programs would the Council like to participate in, and at what financial level? If program participation is a high priority,what resources can be dedicated to making the program successful? What outcomes are anticipated? 4
