Minutes of the October 9, 2013 Work Session Proceedings ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS OCTOBER 9, 2013 CALL TO ORDER Pursuant to due call and notice thereof a Work Session of the Rosemount City Council was held on Wednesday, October 9, 2013 at 6:30 p.m.in the Conference Room at City Hall,2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe-Corrigan, Weisensel and Demuth attending. Staff present included City Administrator Johnson, City Clerk Domeier,Director of Parks and Recreation Schultz,Community Development Director Lindquist, Director of Public Works/City Engineer Brotzler, Finance Director May and Chief of Police Werner. DISCUSSION 2.A. Capital Improvements Plan City Administrator Johnson provided a staff report summary. Council Member Shoe-Corrigan questioned if the park maintenance was calculated for 10 years. Director of Public Works/City Engineer Brotzler explained that in the operating budget numbers there wasn't a difference between 5 and 10 years however next year we will see a difference. Council Member Demuth questioned the 2016 budget related to the pavement management program. Mr.Johnson explained that the number is dependent upon the Danbury Way improvements. Discussion was held on the proposed improvements to County Road 73 and the cost sharing. Mr. Brotzler explained the cost sharing set up in Dakota County and the Dakota County CIP Plan related to County Road 73 improvements. Discussion was held on citywide software. 2.B. City Council Sustainability Goals Update Community Development Director Lindquist provided a staff report summary. Discussion was held about the benefits of becoming a Star Community. Ms. Lindquist shared what the department has embarked upon so far but explained that some of the questions are beyond the scope of what we can answer. Weisensel stated the push behind this is that we have UMore in our backyard and to gather data and gather benchmarks to go forward. He feels the plan would assist in economic marketing. Discussion was held on some of the questions that are included in the program. Council Member Weisensel stated that some of these results can help to partner with business owners and use the criteria to work together. He stated to use it as a benchmarking exercise. Discussion was held on the benchmarking process. Ms. Lindquist explained the scoring process and how detailed the questions are within the assessment. She felt it would be hard to meet the criteria. Dwight explained it is a national standard that the City can work to achieve. Mayor Droste stated that the scope should be defined. Ms. Lindquist explained that all items have to be benchmarked. Ms. Lindquist also provided information about the cost of the program and support. She also explained some grant and partnership options. City Council directed staff to try for the financing and go ahead with the project. They also supported spending the $5,000 for the leadership program. Discussion was held about the Economic Intern's position requiring more hours for the projects. Council Member Shoe- Corrigan requested more data on the staffing plan and funding moving forward. Council Member Demuth suggested using the Green Corp interns. Mr.Johnson suggested waiting another year to do resilient communities. Council Member Weisensel stated it was easier to convince the public on the funding when the City is following a national standard. Discussion was held about using LED lights and energy savings. Staff will provide an update on staffing at the November work session. 2.C. Rosemount Middle School —Warminghouse Options Director of Parks and Recreation Schultz provided a staff report summary. Discussion was held about the uses and the costs associated with maintaining the rink and warminghouse. City Council directed staff to keep the ice for this year but that it is not a priority rink on the weekends and no OT will be allowed flood the rinks. City Council decided to no longer maintain the ice after this season unless the school wants to reimburse the City for their maintenance costs. They also requested that the City not pay for the lights after this season. Mr. Schultz will check into the ownership of the lights and determine if they are on a timer. Mr. Schultz will share the information with the school and report back to the City Council. UPDATES 3.A. Danbury Way Street and Utility Improvements Director of Public Works/City Engineer provided an update of the September 26 neighborhood meeting and discussion to date. He suggested holding the project to the 2015-2016 timeframe. We will send a follow-up letter.A webpage has been set up related to the project. A meeting in November will include feasibility study for Carrolton 2nd Addition and Shannon Parkway between 145th and Connemara Trail. 3.B. Updates from City Council/Staff City Council reviewed options for the holiday lights and provided direction to Mr. Brotzler on which items to potentially purchase for use in 2014. City Administrator Johnson stated that because three Council Members will be out of town for the regular work session in October that alternative date(s) should be considered. The City Council favored holding special work sessions after the regular meetings on November 5 and 19. Community Development Director Lindquist provided an update on Warren Isrealson's project located by the Greif Bros. Mr. Isrealson was proposing to add single family. The City Council did not support having single family homes in that location. Ms. Lindquist also provided an update on the CDA bidding results in Inver Grove Heights and how it may affect the timing of the Rosemount project. Director of Public Works/City Engineer Brotzler stated that staff will be providing a presentation to the 5th grade science students about water and environmental issues. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS OCTOBER 9, 2013 Mr. Brotzler provided an update on a meeting with Glendalough residents regarding traffic concerns. He suggested that staff and the neighborhood pursue a"Paint the Pavement" program for the intersection in question. City Council supported the idea. Council Member Weisensel shared information he received at the LTI in Savannah, Georgia. Council Member Demuth suggested including information for fire safety in newsletters to include wording for all minorities. Discussion was held on the sharing of that type of information. She also provided information on a ground water seminar she attended in Bismarck,North Dakota. Discussion was held about the wells located on State of Minnesota property,DNR Property and Flint Hill's property. Mr. Brotzler provided an update on the aquifer meetings and water supply standpoint from meetings held in Dakota County and Met Council. Mayor Droste provided a recap on a meeting with Jim Hickle. CITY COUNCIL DISCUSSION 4.A. City Administrator Review The City Council conducted the annual performance review of City Administrator Johnson.
