Brotzler, PE, Director of Public t Works/City Engineer AGENDA NO. f ATTACHMENTS: Resolution, Map APPROVED BY: RECOMMENDED ACTION: Motion to Adopt a Resolution Authorizing the Preparation of Plans and Specifications for Bacardi Avenue Improvements, City Project 452 BACKGROUND: As part of the Bella Vista development review,it was determined that roadway,pedestrian, and utility improvements are necessary along Bacardi Avenue to better serve the proposed development in the area. A map depicting the project area is attached. Bacardi Avenue is currently a gravel road and is identified in the Comprehensive Plan as a minor collector roadway. This construction project will extend Bacardi Avenue north from Bonaire Path to 130th Street West. The final feasibility report will include details of the proposed street and utility improvements, as well as proposed costs and project funding. At this time,we are waiting for the completion of a benefit appraisal to determine proposed assessments to then finalize the feasibility report. In order to achieve a spring 2014 construction schedule, authorization to begin final design is requested at this time. ROADWAY DESIGN OPTIONS: At the Work Session on November 5, 2013, Council discussed several roadway design options and preferences for phased construction. Recommended roadway designs include various 3-lane roadway configurations. These are recommended due to safety concerns regarding rear end collisions between through-traffic and vehicles taking a left-hand turn. Based on Council direction,Bacardi Avenue is planned to be designed as follows: 3-lane design (40-foot wide road): Bonaire Path to 130th Street • 12-foot through lanes • 12-foot turn lanes • 2-foot shoulders • 8-foot bituminous trail: only east side of road Council discussed on-road bike lanes and street lights but determined that they should not be included with this project. Additionally, Council decided to delay the installation of the bituminous trail on the west side of Bacardi Avenue as a way to reduce right-of-way needs and project cost. This includes the following roadway,utility, and easement improvements. Utility Improvements: o Trunk Sanitary Sewer: $950,000 o Trunk Water Main: $220,000 o Raw Water Main: $390,000 o Storm Sewer: $230,000 o Trunk Storm Sewer: $80,000 Roadway and Trail Improvements: $920,000 The estimated engineering fee for final design is $153,000. This includes the following activities: • Preparation of plans and specifications to State Aid requirements • Estimates of construction cost • State Aid submittal and revisions • Preparation of bidding documents, advertisement for bids, and recommendations on award of bids Based on the preliminary estimated construction cost of$2,790,000 this represents an estimated fee percentage of 5.5%. This fee percentage is based on the preparation of plans and specifications to State Aid standards. The estimated fee for easement acquisition with 8 properties is $51,000. This includes the following activities: • Preparation of easement documents • Title work, legal descriptions, figures • Easement staking • Appraisals and appraisal reviews • Offer letters The estimated engineering fee for wetland mitigation is $9,800. This includes the following activities: • Wetland delineations and figures • Preparation of wetland mitigation documents • Meetings with technical evaluation panel (TEP) The estimated engineering fee for additional project administration services is $22,600. This includes the following activities: • Topographic survey • Utility coordination • Staff reports • City coordination Based on the preliminary estimated construction cost of$2,790,000, the additional project administration represents an estimated fee percentage of 0.81%. 2 SUMMARY: Staff requests Council approval of the attached resolution to authorize the preparation of plans and specifications for Bacardi Avenue Improvements, City Project 452. 3 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2013- A RESOLUTION AUTHORIZING THE PREPARATION OF THE PLANS AND SPECIFICATIONS FOR BACARDI AVENUE IMPROVEMENTS CITY PROJECT 452 WHEREAS, the City Council deemed it necessary and expedient that the City of Rosemount, Minnesota, construct certain improvements, to-wit: City Project 452,Bacardi Avenue Improvements NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount orders the preparation of plans and specifications for said improvements of City Project 452.
