RECOMMENDED ACTION: Motion to Adopt a Resolution Authorizing the Preparation of
Plans and Specifications for CDA Senior Housing Street & Utility Improvements, City
Project 456
BACKGROUND:
To facilitate the CDA Senior Housing development,it has been determined that roadway and utility
improvements are necessary along Trunk Highway 3. A map depicting the project area is attached.
The proposed main access to the CDA Senior Housing development is located on Trunk Highway 3,
south of Lower 147th Street. Mn/DOT approval is required for all access points within state right-of-way
and based on past conversations with the state,a right turn lane will be required for this access.
Improvements associated with the construction of a right turn lane include removal of the existing curb
and sidewalk,relocation of storm sewer and street lights,and construction of the right turn lane.
Sanitary sewer replacement is also necessary for this development due to the poor condition of the existing
pipe. It is proposed to abandon the existing sanitary sewer pipe which is located on the western property
line, shared by single family housing. This will greatly reduce the construction impact to the adjacent
properties. A new pipe will be installed south through the CDA Senior Housing property and a
connection will be made to the existing sewer service at Master Transmission. The new sanitary sewer
pipe will be sized for the ultimate development of the property.
The estimated total project cost is $230,000. This includes turn lane improvements estimated at$100,000
and sanitary sewer improvements estimated at$130,000. The turn lane improvements are proposed to be
funded with TIF funds and the sanitary sewer improvements are proposed to be,funded by grants and
potentially TIF funds.
The estimated engineering fee for final design is $17,940. This includes the following activities:
• Preparation of plans and specifications to State Aid requirements
• Estimates of construction cost
• State Aid submittal and revisions
• Preparation of bidding documents, advertisement for bids,and recommendations on award of bids

Based on the preliminary estimated construction cost of$230,000, this represents an estimated fee
percentage of 7.8%. This fee percentage is greater than the average design fee based on the preparation of
plans and specifications to State Aid standards. Fees are based on past discussions with Mn/DOT
regarding the approval of an access to this property. Fees may increase if additional coordination with
Mn/DOT is required to secure the access point.
The estimated engineering fee for additional project administration services is $14,950. This includes the
following activities:
• Topographic survey
• Utility coordination
• Staff reports
• City coordination
Based on the preliminary estimated construction cost of$230,000, the additional project administration
represents an estimated fee percentage of 6.5%.
SUMMARY:
Staff requests Council approval of the attached resolution to authorize the preparation of plans and
specifications for CDA Senior Housing Street&Utility Improvements, City Project 456.

SPECIFICATIONS FOR CDA SENIOR HOUSING STREET & UTILITY IMPROVEMENTS

WHEREAS, the City Council has deemed it necessary to complete roadway and utility improvements for
CDA Senior Housing, City Project 456;and
WHEREAS, the proposed project is deemed necessary.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount orders the
preparation of plans and specifications for said improvements of City Project 456.
